Investigative Report - Improper Use of County Owned Computers Alleged By Local Man

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

Do you think Gasconade County elected officials and employees should be permitted to use county owned computers (or any county asset) for a personal business purpose?  Do you think county officials and employees should be allowed to use their time at work, time for which the taxpayer pays, to conduct personal business with or wthout the aid of county computers or any other county asset?  Do you think the county has written policies regarding the use of county assets such as computers and telephones?

Recently a loyal, long-time HH reader provided us six (6) emails which he has received over the course of the past several months.  These non-business related emails were sent out to a personal distribution list by a certain elected Gasconade County official during regular office work hours.  Our source, who prefers that his identity not be revealed at this time, received the emails when they were
forwarded to him by a person who was on the original distribution list.  He is very upset about this and has taken these same emails to his elected county representative for further investigation into the matter.  Because the investigation is ongoing, we are honoring our source's request that his name and the name of the county official accused of improperly using county computers not be used in this report at this time.  Our source, whom we shall hereafter refer to by his code name "Mongoose", has independently confirmed to us that the author of these personal emails is in fact an elected Gasconade County official.  We have verified that this is in fact the case.

We have on file copies of the emails which we can independently confirm and attest are definitely of a personal nature as alleged by "Mongoose" and not of a county business nature.  The dates and times that the emails were sent out are as follows:

1.  Date: Fri, 19 Feb 2010 16:29:59
     (Subject:  Republican Pachyderm Club, Lincoln Day Flier)
2.  Date: Tue, 2 Mar 2010 11:56:41
     (Subject:  Article "Organizing Kids for Barack Obama")
3.  Date: Tue, 23 Mar 2010 08:44:18
     (Subject:  Article "After America , There is No Place to Go")
4.  Date: Wed, 24 Mar 2010 09:44:32
     (Subject:  Article "Barack Obama Has Awakened a Sleeping Nation")
5.  Date: Tue, 13 Apr 2010 08:25:21
     (Subject:  Food Nutrition Chart)
6.  Date: Tue, 27 Apr 2010 08:18:11
     (Subject:  Article "British Press Report on Obama's G-20 Summit Meeting Trip")

As you can see from the date/time stamps of the emails which were sent out by the county official, all emails were sent during the regular office hours of the Gasconade County offices at the Gasconade County Courthouse.  None were mailed out on "personal time", i.e. on weekends or at times prior to 8:00 a.m. or after 5:00 p.m.

We will keep you updated as the investigation procedes.

Published by Lois Lame, Subscriber Services, Lifestyles Reporting, Cool Music and LIVE Webcams

We're quickly approaching 300 subscribers ...... 300 FREE subscribers that is!  The count now stands at 291.  We expect to hit 300 on or about Cinco De Mayo!  Jimmy says he's gonna treat me to margaritas and tacos on Cinco De Mayo.  He says I've done a good job building our FREE subscriber base!

In addition to our great progress in adding subscribers, we are setting page view records every week.  But we didn't think you'd be interested in all that minutiae, so we didn't include it in this report.  You might be interested to know that we're still in the BLACK, although there have been a few times when we wondered if we could meet the payroll.  Fortunately, Clark, Jimmy, Frank and I work for peanuts!

Our editor Jimmy Oldsun and I have been working on a plan to create a PAYING subscriber category.  We could use a little extra cash flow!  Since a lot of people think they are getting more IF they pay for it, we're going to use this sales psychology to give them what they want ...... a new PAID subscriber option!

For only $29.95 annually, our PAID subscribers will get the following:
  • All the great feature stories and news articles that our regular FREE subscribers enjoy.  We won't cheat our loyal FREE subscribers by hiding any juicy postings from them.  Nope!  Everybody gets to read everything here at Hermann Hearsay!
  • A once/month call from one of our reporters to fill you in on the juiciest hearsay in the Hermann area.  This call will be LIVE and interactive.  You will get to ask us questions.  This benefit is something that will NOT be available to our FREE subscribers.
  • An exclusive Hermann Hearsay golf cap or golf shirt.  These classy caps and shirts will be highly coveted.  You will want to have one of your very own! And .....
  • A special limited-edition, autographed, frameable color photo of the famous Hermann Hearsay "Horse's Mouth".
And because we truly appreciate all of our loyal FREE subscribers who have made us what we are today, we will knock $5.00 off the PAID subscriber fee.  For our current base of FREE subscribers who convert to PAID subscriptions anytime during 2010, your fee will be ONLY $24.95 annually.

But why wait?  Call us today!

Tired of LIVE weather webcams? Well, we are too!

Published by Lois Lame, Advertising, Subscriber Services and Lifestyles Reporting

Fine music beats LIVE weather webcams all to hell!

First of all, if you ain't got enough sense to look out the window or step outside and look around to the north, south, east and west in order to figure out the weather pattern, then you're too damned dumb to be reading 'Hermann Hearsay' anyway.  Go to that other website where they provide "live shots" of Fourth Street, Fifth Street and the Missouri River at Dundee (wherever that is).

Second of all, we ain't about to go wasting our money on stupid webcams!  Hell no!  We need new laptops, new Blackberries and a decent coffeemaker for the office!

What we are gonna do instead is bring you some of the finest music on God's green earth.  We've already brought you some Willie Nelson songs.  Willie's one of our favorites!  And now by special request from Beula Bowelmovement and Oliver T. Shagnasty, for your listening enjoyment here is the incomparable Slim Whitman!

Washington, A Possible TTTNN Expansion City

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

I rode along with Clark Kant down to Washington, Missouri on Wednesday and Thursday to look into the feasibility of expanding our online news service there.  We spent most of our time in the downtown area where we are looking into office space.  We also visited coffee shops, bars and restaurants where we talked to local residents of Washington.  Most seemed receptive to the idea of having their very own online news service.  We stayed at the Sleep Inn out on East Fifth Street.  A very nice, clean hotel with lots of amenities.  The management and staff at the Sleep Inn are very customer oriented.  Jacob Grimes is the hotel manager.  If you stay there, tell him that Jimmy sent you!

We have a decision to make.  Do we expand into Owensville on the south end of Gasconade County?  Or do we expand into Washington on the north end of Franklin County?  If you have any thoughts on this subject, please drop us a comment.

Don't Fence Me In!

Pubished by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

Rumor in the coffee shops, restaurants, beer taverns and massage parlors all about Hermann is that the empty parking lot directly across from Simon's Restaurant and Cocktail Lounge will soon be fenced in permanently!  Last fall during Octoberbest, the lot was fenced in with pretty bright orange plastic fencing material.  (Being a HHS graduate, I would have preferred Hermann Bearcat blue myself!)

Now comes word, according to my well-placed sources, that the owner of the lot is considering a permanent fence around the perimeter of the lot.  We haven't confirmed this story, so we don't know if the owner is proposing a 10 ft. high solid stone fence, or a barbed wire fence, or a split rail cedar fence.  A question being asked by Hermann locals is "What is the purpose of this fence?"  The opinion being voiced by Hermann locals is "Don't fence in this empty parking lot!"

Willie Nelson says it best ................

If anyone has any further details on this important development in downtown Hermann, please let us know!  We understand that a former partner of the man who owns the empty parking lot at First & Schiller has published an expose on this matter at his online news website.  But since we are not paid subscribers, we can't even sneak a peek!  Wish we could afford the $19.95 annual fee for an annual subscription!  Doggone it!  *&(^$#@  Ya know, as a member of the local media we should be entitled to a free subscription just as a professional courtesy!

Hermann Hearsay Declines To Cover HHS Prom

Published by Lois Lame, Advertising, Subcriber Services and Lifestyles

Hermann Hearsay declined the opportunity to invade the privacy of our local high school juniors and seniors this Saturday by filming them at the Hermann High School Prom.  We just didn't think we should interfere with this right of passage and special social night for our local young people because of some commercial interest on our part.

In our editorial judgment, not every last little thing which occurs in and around Hermann ought be reported by the invasive media.  We reasoned that church services, weddings, funerals, birthday parties, small group social gatherings at local taverns and proms are private matters.  We reasoned that attendees have the right to the presumption of privacy when attending such affairs.

Perhaps, however, our judgment was wrong.  The "red carpet" interviews conducted by CNL were kind of cute.  We will consider doing it next year.  I think I'll approach it a little differently though.  I'll get Jimmy to spring for an expensive and revealing evening gown for me to wear on the "red carpet".  I'll spend more time with each young high school couple and I'll ask the following questions:
  1. What are your names?  Do you have a drivers license?  Who are your parents?
  2. Who designed your evening gown (girl) and where did you rent your tuxedo (boy)?
  3. Have you guys ever dated each other before?
  4. What are your party plans for after the prom?
  5. What do you think of us bugging you and filming the most important night of your high school years?

Kudos to HermannNews.com for asking the questions that need to be asked!

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

HermannNews.com has posted a couple questions in its 'Forum' section which need to be asked.  We commend them for asking these questions, and we encourage our readers to visit their site and respond to the questions.  The following links will take you right to the 'Forum' questions.

http://www.ngnn.com/65041/forum/whats-happening-or-not-gasconade-county-courthouse-project

http://www.ngnn.com/65041/forum/taxes-used-pay-legal-expenses-attorney-fees

The only problem I have with these two 'Forum' entries is the fact that neither the owner nor the editor of HermannNews.com have been bold enough to state their own position(s) on these two important questions.  Perhaps that is what happens to the owners and editors of online news services when they depend upon paid advertisers and large readerships.  Perhaps they just become timid about clearly stating their own positions on controversial issues.

When you link over to HermannNews.com, you will find that our own Clark Kant is not timid about stating his opinion.  As of Tuesday, 4/20, Clark is the ONLY subscriber to make comments in response to these two questions!  Clark is no shrinking violet!

By the way, although HermannNews.com is a direct competitor, we consider them a very worthy competitor, if not a bit too timid in stating their editorial positions.  They are on the cutting edge of online news website technology.  They are very well-financed.  To their ever-lasting credit, they avoid "yellow journalism" tactics ..... no ambulance and fire truck chasing, no ambush journalism, no constant and exaggerated self-promotion, etc.  We have recommended The Hermann Advertiser-Courier to our readers in the past.  We are also now recommending HermannNews.com to our readers.

Hermann Hearsay On The Leading Edge Of Technology

Published by Frank Furter, Janitor, Frene Creek Monitor and IT Director

We're always incorporating the latest technology into our operations here at 'Hermann Hearsay'.  Some recent technology improvements and upgrades include the following:
  1. Automatic IP address identification system so we can identify the IP address, country and GPS coordinates of our "Anonymous" commenters and our new visitors.  Note:  With this technology, we are able to distinguish unique commenters from repeat commenters.
  2. Automatic counters for total # subscribers, # subscribers online and # visitors online.  Note:  You may have already noticed these numbers after each article or report.
  3. Automatic surge protection for site overload conditions.  Note:  With this new technology, the site will never be down, and we will never have to apologize for the site being down.  We have planned ahead for whatever server capacity and bandwidth capacity we will ever need.  We have contracted for additonal capacity to "kick in" automatically at precisely the instant it is needed.
  4. Automatic identification and alarm system for attempted espionage by competing online news websites.  Note:  Our staff of reporters work hard to develop and publish their stories.  We don't want to give the product of that work away free to competitors.  Therefore, competitors will not be able to access our stories unless and until we permit them to do so.
  5. Automatic comment moderation.  Note:  The volume of comments we are now getting has forced us to implement this unique proprietary system.  This state-of-the-art system checks comments for profane language and it forwards the most unique and meaningful commments to our editor for his response.  This system saves our editor a lot of time, time which he can better spend on his investigative reports and editorial comments.
There are several other improvements that we are considering.  For example, we are developing a low-cost, highly-mobile, wireless live webcam technology that will revolutionize the industry.  With this technology, we will be able to blanket the local area with small, wireless webcams.  Installation will be possible in less than 10 minutes, and we will not be dependent upon the availability of local electrical contractors to get our webcams installed.  We will make the images of these webcams available to any local online news service which desires to use them.  There will of course be a modest fee.  We are also working on two other neat ideas which we call "iReport" and "iTube".  These ideas and new technologies will make high-paid photojournalists, ambush journalists and ambulance chasing journalists a thing of the past.  In fact, these technologies have the potential to threaten the very existence of American journalism schools.  These technologies will bring the news to readers and viewers instantaneously and free of bias and spin!

Ain't technology a beautiful thing?!

My Sunday Harley Ride Down To Owensville

Published by Lois Lame, Subscriber Services, Advertising and Lifestyles

I had a great time on Sunday afternoon riding my Harley with a group of close friends.  Jimmy Oldsun had given us a rare day off, so I just wanted to get out of the confines of four walls!  The weather on Sunday was absolutely perfect!

We road east on Highway 94 to Marthasville and then south on Highway 47 to Washington and then west on Highway 100 back to Hermann.  We stopped for a cold beer at The Barrel and talked about what a beautiful spring day ride we had just completed.

Then someone in our group said "Hey, let's ride down to Owensville.  I hear they're having their Springfest this weekend!"  So I said "I'm game if the rest of you are!"  And away we went!  South on Highway 19 down to Owensville!

Clark Kant has been talking about opening another online news website in Owensville just as soon as he gets 'Berger Baloney With Mayo' (http://www.bergerbaloneywithmayo.blogspot.com/) started up real good.  So I was interested in checking Owensville out.  I had never been there before.

We had a great time looking at the Springfest car show and eating BBQ.  I checked out a few places that might be available for an office if and when Clark decides to open a daily news service down there.  As far as I could gather from a few of the local residents, our only competition in the Owensville would be the 'Gasconade County Republican', an old line newspaper.  Martin Blanc, a car enthusiast, told me he thought we could give the GCR some good competition.  I told him I would pass his encouragement along to Clark.

As the sun was about to set, we decided to head on back to Hermann.  Thank you, Jimmy!  Thanks for giving us the day off!

Shelbyfest Coming To Hermann

Publised by Jimmy Oldsun, NDRIRSPWRAFTC & Editor

Shelbyfest is coming to Hermann this weekend!  Cool Shelby Mustangs of every color!  Beautiful paint jobs and shiny chrome wheels!  Throaty exhaust noise!  I can't wait!

The shiny Mustangs and Shelby Mustangs will begin rolling into Hermann on Thursday.  The event begins Friday, April 23 and ends on Sunday, April 25.  This is the Fourth Annual Shelbyfest in Hermann and the organizers are anticipating as many as 350 to 400 vehicles this year.
But what's a Shelby?  Or more to the point, who is this man named Shelby?

The following information is taken from Wikipedia:

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Carroll Hall Shelby, (born January 11, 1923 in Leesburg, Texas) is a retired American racing and veteran automotive designer and racing driver.
Personal life
Carroll Shelby was born on January 11, 1923 to Warren Hall Shelby, a rural mail carrier, and his wife Eloise Lawrence Shelby.  Shelby suffered heart valve leakage problems by age 7 and spent most of his childhood in bed. By age 14, Shelby's health improved and he was subsequently declared to have "outgrown" his health problems.  Shelby's first wife was Jeanne Fields; they married on December 18, 1943. Their daughter Sharon Anne Shelby was born a year later on December 27, 1944. They had two more children; sons named Michael Hall (born November 2, 1946) and Patrick Burke (born October 23, 1947). Shelby and Fields later separated and divorced in February 1960. Shelby later married his current wife Cleo Patricia Marguerita Shelby on September 3, 1997.
Automotive Executive of the Year Award - 2008 Honoree
Carroll Shelby was been named as the 2008 Automotive Executive of the Year and received a lifetime achievement award, honoring a career of excellence in the automotive industry. The award, sponsored by DNV Certification and the Automotive Industry Action Group (AIAG), has been designated by a nominating body, representing automotive journalists, supplier community representatives and automotive industry analysts. Since 1964, the Automotive Executive of the Year Award has recognized excellence in automotive leadership. Past winners include Jim Press, Bill Ford, Dieter Zetsche and Lee Iacocca. The list of past winners illustrates the rich history and honor surrounding this prestigious award.
Life before racing
After graduating from Woodrow Wilson High School in Dallas, Texas, Shelby enlisted in the United States Army Air Corps, serving in World War II as a flight instructor and test pilot.
Driving career
Carroll Shelby has had an impressive impact on automotive racing and design over the last 50 years. Starting out amateur, he soon became a driver for the Cad-Allard, Aston Martin, and Maserati teams during the 1950s. Driving for Donald Healey, in a streamlined and supercharged, specially-modified, Austin-Healey 100S, he set 16 US and international speed records. Teamed with Roy Salvadori, and driving for Aston Martin, he won the 1959 24 Hours of Le Mans.
He drove in the Mount Washington Hillclimb Auto Race in a specially prepared Ferrari roadster, to a record run of 10:21.8 seconds on his way to victory in 1956.
He was Sports Illustrated's driver of the year in 1956 and 1957.
He competed in Formula One from 1958 to 1959, participating in a total of eight World Championship races and several non-championship races.
Shelby the constructor
After retiring from driving in October 1959 for health reasons, he opened a high performance driving school and the Shelby-American company. He obtained a license to import a successful British Sports racing car manufactured by AC Motors of England, installing an American Ford engine rather than its original British Bristol engine, and introduced the car to the American public as an AC Cobra, Later to be known as a Shelby or Shelby Cobra. Shelby did not design or manufacture this car, but he did establish an appreciation for it on the North American Continent. Shelby continued on to be influential with Ford manufactured cars including the GT40, the Mustang-based Shelby GT350 and Shelby GT500, and of course the 427 Shelby Cobra. Parting with Ford, Shelby moved on to help develop performance cars with divisions of the two other Big 3 American companies, Dodge, and Oldsmobile. The most memorable of these cars was the Dodge Viper.
He was inducted into the International Motorsports Hall of Fame in 1991, and the Motorsports Hall of Fame of America in 1992.
In the intervening years Shelby had an interesting series of ventures start and stop (and be stopped) relating to production of 'completion' Cobras (Cobras which were allegedly built using 'left over' parts and frames). In the 1960s, the FIA required entrants (Shelby, Ford, Ferrari, etc.) to produce at least 100 cars for homologated classes of racing. Shelby simply built an insufficient number of cars and skipped a large block of VIN numbers, to create the illusion the company had produced large numbers of cars. Decades later in the 1990s, Carroll alleged that he had found the 'left over' frames, and began selling cars which were supposedly finally 'completed.' After it was discovered the cars were built from scratch in collaboration with McCluskey, Ltd., they were re-termed 'continuation' Cobras. The cars are still built to this day, known as the current CSX4000 series of Cobras.
In 2003, Ford Motor Co. and Carroll Shelby mended ties again. Carroll Shelby became technical advisor to the Ford GT project. In that same year, he formed Carroll Shelby International Inc. based in Nevada.
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

So, get out and take a close look at these wonderful Shelby Mustang cars this weekend.  They will once again fill up Fourth and Schiller Streets.  Be sure to be there at 12 o'clock noon on Saturday when they rev up their engines!  One of the coolest things I've ever experienced!  And while you're out enjoying the Shelbyfest this weekend, remember Carroll Shelby, the man who started it all!

Hermann Hearsay Now A Global Website

Published by Lois Lame, Subscriber Services and Advertising

Hermann Hearsay enrolled its 280th FREE subcriber this weekend when Won Hung Lo from China submitted his subscriber application.  We are now confident that we'll hit the 300 subscriber mark in May!

We are also proud to announce that we have had visitors to our site from 193 countries.  That means Hermann Hearsay has been visited by people from just about every country around the globe.  As a matter of fact, there are only two countries from which we have not been visited.  They are:  Chile and Madagascar.

Jimmy is considering my request to send me to these two countries to see if we can't enroll some subscribers.  If we can do this, we'll be able to boast the broadest global reach of any online daily news website in Hermann.  Wouldn't that be COOL!

Special Report from The Night Desk

I regret to report to our readers that Quincy McGoo was exiting the Tin Mill Brewing Company early this afternoon when he was run over by a high-speed bicycle.  A member of the Hermann Bicycle Tour Event Staff observed that Mr. McGoo was a wee bit wobbly when he exited the Tin Mill and stepped in front of a cyclist.  I suppose there are always going to be a few problems, casualties and consequences when hundreds of bicycles speed through the city limits of Hermann and resident octagenarians have to try to stay out of their way.  This afternoon Mr. McGoo became a casualty of Hermann's bicycle tours.

I inteviewed Mr. McGoo over the phone late tonight.  Mr. McGoo was resting at home after his frightening ordeal earlier in the day.  He was doped up on prescription pain killers pretty good, so it was hard to make out just what he was saying.  However, with a publishing deadline looming, I didn't have time to wait until Mr. McGoo was clear-headed.  I just did the best I could.

Jimmy:  "What happened, Mr. McGoo?"
Mr. McGoo:  "RRRRRRR I R don't rightly know son!"
Jimmy:  "Well, do you know what hit you, Mr. McGoo?"
Mr. McGoo:  "Hot damn!  It felt RR like a damned freight train, sonny!"
Jimmy:  "It was actually a high-speed bicycle, Mr McGoo."
Mr. McGoo:  "Ya don't say?!  Well I'll be damned!"
Jimmy:  "Folks said you might have had a few beers at the Tin Mill today?"
Mr. McGoo:  "That ain't nuthin' new!  RRRR I drink beer everyday son!"
Jimmy:  "So whadda ya think about all this, Mr. McGoo?"
Mr. McGoo:  "RRRR I think the damned bicycles should stay RRRR on the Katy Trail where they belong.  RRRR  That way I can drink beer here in Hermann like I've done for the past 65 years!"

Maybe Mr. McGoo has a point!  How much money have Missouri taxpayers paid to construct and now maintain that nice shady bike trail over there across the river where the M-K-T railroad use to run?  Quite a bit, I'd say!  But still those bicycle enthusiasts have to clog up our country highways and city streets with their bicycle races.  And today they ran over one of Hermann's oldest, best known and most beloved beer aficionados!  Hermannites are apparently no longer safe drinking beer in their own town!

Sunday, A Day of Rest at Hermann Hearsay

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

It's a beautiful springtime Sunday here in Hermann.  We've had a hectic week here at Hermann Hearsay, so I've decided to give our staff the day off.  This is a departure with the past.  Clark used to work us on the Sabbath.  I feel Lois, Frank and I need one day of rest during the week, so Sunday is going to be the day we spend with our families and refresh our batteries.

Now, I don't want to cheat our FREE subscribers out of a day of service, so I have decided that Sunday will be our day for light-hearted stuff.  Some Willie Nelson songs, some jokes, some photos and maybe some poetry.  If you like us to cover other things on Sundays, just let us know.

Here's one of my favorite Willie Nelson songs:

Paranormal Investigations

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

While some from the local area, including a member of an online news blog and a New Haven assistant police chief, went along with so-called "experts and psychics" to observe paranormal activity on Enoch's Knob Rd. Bridge in Franklin County last night, this reporter settled into his easy chair to watch the Cardinals lose to the Mets in 20 innings of baseball.  Few remained in Busch Stadium to see the end of this game!  Did a ghost from the past take the bats out of the hands of our Redbird batters?

I must say that one has to pause and wonder about the stability of those who are so gullible they would follow so-called "paranomal investigators" out on what amounts to a ghost hunt.  But then of course, there are those who go on snipe hunts too.  I myself prefer to hunt mushrooms, rabbits and quail.

If I had been one of those who followed the "paranormal investigators" out to Enoch's Knob Rd. Bridge last night, I certainly would have never reported on it to Hermann Hearsay readers.  Afterall, we already have a couple critics from CNL who have called Clark mentally unstable.  I certainly don't want to give these critics any ammunition to make similar accusations about me!

Ha ha ha!  Must have been a slow newsday over at CNL!
