BREAKING NEWS - Presiding Commissioner Jost signs checks for legal bills

Presiding Commissioner Ron Jost unilaterly signed the legal bill reimbursement checks to current Southern District Associate Commissioner Jerry Lairmore and former Northern District Associate Commissioner Max Aubuchon during this morning's county commission meeting. He did so against the considered advice of Prosecuting Attorney Ada Brehe-Krueger who had provided her legal opinion in a formal letter to all three county commissioners. Jost had previously authorized payment entirely on his own. Commissioners Lairmore and Penning abstained from voting on the payment authorization.
And the beat goes on .....

BREAKING NEWS - Unconfirmed Report of Three Pink Cows Loose On Highway 100

UPDATE (9:47 p.m.) - Frank Furter confirms the sighting of three pink cows on Highway 100 near the Tim Puchta Winery. "Damned if it ain't so! That guy on barstool #3 wasn't hallucinating! There really were some pink cows out on that road! I couldn't get a good photo of them in the dark. This photo was the best I could do!"
ORIGINAL REPORT - There is an unconfirmed report of three pink cows loose on Highway 100 near the turnoff to the Tim Puchta Winery. This report was phoned into us at 8:05 p.m. by a helpful fellow on the #3 barstool at the Sharp Corner Tavern. I am dispatching Frank Furter to check out this odd sighting. Frank has taken our company's Nikon Coolpix digital camera along with him. If Frank can get some photos, we will share them with you!

BREAKING NEWS - Associate Circuit Judge John B. Berkemeyer calls meeting to discuss Sheriff Randy Esphorst's initiative to study feasibility of building a jail in Swiss

Hermann Hearsay learned this evening that Gasconade County Sheriff Randy Esphorst's recent proposal to study the feasibility of constructing a county jail at Swiss, MO, a proposal which was presented to the County Commission, endorsed by Southern District Associate Commissioner Jerry Lairmore and ultimately approved and authorized for payment by Presiding Commissioner Ron Jost at the Commission's 11/4 meeting in Owensville, has NOW been challenged or at least questioned by Associate Circuit Judge John B. Berkemeyer. Presiding Commissioner Ron Jost approved and authorized an expenditure of $2,500 for the County Sheriff to hire a consulting firm to conduct the feasibility study. The funds have been allocated, the consulting firm has been engaged and the study actually began today. In other words, "the horse is out of the barn"!
As we understand Judge Berkemeyer's objection, it is believed by some that Missouri state statute prohibits the construction of a county jail at any location but the county seat. And if this is in fact the case, as was also pointed out a few weeks ago to Sheriff Esphorst by an attorney representing the City of Rosebud, then the expenditure of $2,500 of public money will be for naught and should never have been proposed, approved or authorized for payment.
Tomorrow I will be getting a copy of the video tape which records the discussion that took place at today's County Commission Meeting, and I will be doing further research into this matter. I understand that Judge Berkemeyer has called a special meeting for this Friday morning at 8:00 a.m. Participants will be Judge Berkemeyer, Prosecuting Attorney Ada Brehe-Krueger, Sheriff Randy Esphorst and Southern District Associate Commissioner Jerry Lairmore. Judge Berkemeyer stressed several times during the discussion that he would like for this Friday's meeting to be a very positive one. (Note: It is not known at this time whether notice of the meeting will be posted to the public nor whether the public may attend the meeting.)

A. E. Newman, candidate for Gasconade County Southern District Associate Commissioner, released the following statement to the press:
"A rumor has recently emerged that, if elected to the office of Southern District Associate Commissioner in 2012, I will immediately move to organize a drive to seek signatures on a ballot petition to relocate the seat of government for Gasconade County from Hermann to Bland. I don't know who started this false rumor or precisely when it started, but I have been hearing about it throughout the county for several days. I want to assure everyone that there is absolutely NO TRUTH to this rumor.
I understand that my opponent, Jerry Lairmore, has denied a similar rumor that he is planning to spearhead another petition drive to place the question of county seat relocation on the ballot for 2012. I am pleased to hear that my opponent has no current plans to lead such an effort and that he wanted to go on record saying so."

Hermann Hearsay has just learned that A. E. Newman, owner of "Mid-Missouri Mule Rides" near Bland and candidate for the office of Southern District Associate Commissioner of Gasconade County, is a finalist for the "National Small Business Award" presented by the NFIB (National Federation of Independent Business).
Newman told us that the award will be presented in Las Vegas on November 4th. Hermann Hearsay will continue to follow this story closely, and we will let you know how Newman does. Newman said ... "I am soooo excited, I could almost puke!"

Northern District Associate Commissioner Matt Penning Vows To Run For Re-Election In 2012 ............

..... and in 2016 ..... and in 2020 ..... and in 2024 ..... and in 2028 ..... and in 2032 ..... and in 2036 ..... and in 2040 ..... OR until such time that the controversial Gasconade County courthouse renovation and office expansion project has been successfully funded and completed!
Penning, now age 55, would be 85 years old in 2040, so he hopes that he will be able to see the courthouse project through to final completion long before then!
Hermann Hearsay caught up with Commissioner Penning in the Hermann City Park this evening where he was helping other Chamber of Commerce members set up for the 6th Annual Hermann BarBQ and Brats Festival which begins this Friday evening. When asked why he is announcing his intention to run for re-election in 2012 and future years at this particular time, Penning pointed to recent announcements by Jerry Lairmore of Owensville and A. E. Newman of Bland to run for the office of Southern District Associate Commissioner of Gasconade County. Penning stated "You can never get started too early campaigning for these positions. My goal is to talk with every single voter in the county's northern district prior to election day on November 6, 2012."

BREAKING NEWS: Sloppily Attired Fat Guy Observed Photographing Sharon Meyer Yard Signs

Reports of a consistent nature have been streaming in to the office and in to my cellphone the past several days. Callers are reporting that a sloppily attired fat guy has been going around photographing Sharon Meyer's yellow and green yard sign. The physical description of the photographer has varied from pudgy to rotund to fat, but in almost every case the caller said the man was driving a silver Dodge pickup truck. In what we believe to be a related story, we have just been tipped off that a sloppily attired rotund man was seen delivering a notebook full of Sharon Meyer yard sign photos to a certain county official on Thursday. We are not naming this county official at this time until we can further investigate the story. We would like to confirm this reported transaction between the "Rotund One" and the county official with at least one other credible source. Then we will name names!
Now, what could possibly be the meaning of all this! What are these two individuals conspiring to do? Many things ran through my mind when this last piece of information came in just moments ago!
- Why would a guy drive all over Hermann to snap shots of Sharon Meyer political yard signs? Afterall, once you've seen one, you've seen them all! So why collect a "photo album" filled with nothing but her yard signs? Were the street addresses associated with each yard sign notated on the photos? If so, for what nefarious purpose? If an address was recorded for each photo, will their be political retribution for supporting Sharon Meyer for county office? Will hoodlums dressed in black descend upon Hermann late Saturday night to gather up all the signs for a big bonfire?!
- Why would a county official be interested in receiving a "photo album" of nothing but Sharon Meyer political yard signs? What is his role in this mysterious and puzzling story? Did he plan and orchestrate this project or is he just on the receiving end of a project which someone else conceived? Don't county officials have more important things to do? Maybe this county official just has a hobby of collecting photos of political yard signs? Weird, don't ya think?
- Take your sign in when the sun sets and put it back out at the break of dawn.
- If anyone threatens you for supporting Sharon or if your sign suddenly disappears, immediately report the incident to the Hermann Police Department. If you get threatened or lose your sign, there's a good chance that others are also being threatened or harassed!

BREAKING NEWS - Presiding Commissioner Jost Angrily Lashes Out At Attendee Of Today's County Commission Meeting

NOTE: THIS IS A PRELIMINARY REPORT. MORE TO COME AFTER WE REVIEW AVAILABLE AUDIO AND VIDEO RECORDINGS.
Two eyewitness sources called this morning to inform Hermann Hearsay that Presiding Commissioner Ron Jost angrily lashed out at Hermann Alderman John Penning, one of the attendees at this morning's Gasconade County Commission Meeting at the Courthouse. Jost is reported to have jumped up from behind his desk as he then came out into the public seating area where the elderly John Penning was seated. Jost towered over the seated Penning in an angry, threatening way. At that point, Jost demanded that John Penning leave the meeting or he (Jost) would ask that the Sheriff have him removed. Jost then declared the public portion of the meeting closed and cleared the meeting room of all attendees which included other citizens and members of the press. At that point, the Commission went into a planned closed session meeting to receive a preliminary report from the state auditors.
Hermann Hearsay will be purchasing a copy of the video tape recorded by Charlie Brown today so that we can review the angry exchange between Ron Jost and John Penning. We will also be reviewing an audio recording of the meeting made available to us by one of the meeting attendees. We will report more details to you later this evening or tomorrow just as soon as we can sort through "who said what".
Note: Jeff Noedel of CountyNewsLIVE.com posted an article on his "news" website just 22 minutes after the Commission Meeting abruptly ended. In his article, Noedel "spins" the story to his own personal suiting. Noedel published his "preliminary teaser report" in such a way as to make it appear that both John Penning and Matt Penning were the villains in this morning's meeting. Noedel has thus far not reported very much about what led to this incident which was something that occurred at last Thursday's Road Department meeting. We will be monitoring CNL's "reporting" on this story. The question is ... Will it be another one of those secret hidden postings available to paid subscribers only? Or will Noedel publish his report for all the world to see?
Anyone in Hermann who has cable TV should make plans to watch or record the video tape broadcast of this morning's County Commission Meeting which will be aired tomorrow (Friday) on the City of Hermann's public channel. This morning's County Commission meeting was apparently very exciting, but it was also extremely disfunctional ..... just as so many of them have previously been !
Once again, we have further undeniable, graphic, video-recorded proof that Ron Jost is neither intellectually nor tempermentally fit to lead this county. And with the latest reporting by Jeff Noedel, we see that no matter what the substance of the wrong-doing or unprofessional conduct by Jerry Lairmore or Ron Jost, the reporting by CNL is always spun so that the blame is cast upon someone else. This morning, it just happened to be the elderly father of Matt Penning who got "thrown under the bus" so Lairmore and Jost could be protected.
During this morning's meeting, John Penning, a Hermann Alderman, confronted Jerry Lairmore about calling his son a "lieing son-of-a-bitch" at last Thursday's Road Department meeting in the presence of Presiding Commissioner Jost (who did absolutely nothing to stop it) and three county employees. Amazingly, Noedel has found a way to make the story about John Penning telling Jost to "shut up" and Matt Penning's efforts to bring the county' tire purchasing problems to light rather than to make the story about the gross unprofessionalism of Jerry Lairmore and the failure by Ron Jost to maintain decorum at the County's Road Department Meetings.
Ain't it interesting that Presiding Commissioner Ron Jost managed to find the intestinal fortitude to confront citizen John Penning for "being out of line" during this morning's meeting but could not find that same intestinal fortitude to confront Southern District Associate Commissioner Jerry Lairmore exactly one week ago for "being out of line" for badgering, brow-beating and calling his colleague a "lieing son-of-a-bitch"? Double standard, Mr. Jost?

BREAKING NEWS - Verbal Altercation Breaks Out During Road Department Meeting In Drake

We haven't gathered all the details yet, but we wanted to bring you the jist of an important breaking news story. We are working diligently to cross-check and confirm what details we currently do have. Hermann Hearsay's editorial board has been agonizing for several days over whether or not to publish this story. Ultimately we have decided that the public's right to know what goes on inside its county goverment trumps the desires of a couple politicians to keep the information from the public in order to avoid personal embarrassment.
Here is our preliminary report .....
Thursday morning (7/22/2010) at the so-called "Gasconade County Road Department Meeting" in Drake, a serious altercation erupted when Southern District Associate Commissioner Jerry Lairmore began badgering and verbally abusing Northern District Assocate Commissioner Matt Penning. The verbal abuse went on for sometime while Presiding Commissioner Ron Jost who was "leading" the meeting sat on his hands and took no actions to stop it. Eventually the harrassment, brow-beating, bullying and swearing became so extreme that Commissioner Matt Penning simply excused himself and left the meeting rather than be goaded into a more serious response.
Unfortunately there were no media representatives in attendance at the meeting who can report to us on the nasty altercation which occurred. This time we won't be getting a lengthy transcript of the disgusting verbal exchange from any member of the media as we have in the past. Nevertheless, Hermann Hearsay believes it is important that the good citizens of Gasconade County understand what is really going on in our three-man County Commission even if it isn't being covered by any of our traditional and non-traditional news media. We believe it is particularly important to report this story, because another "news" media outlet has been giving a certain vocal political pundit and provocateur a "soap box" (or "forum" as they choose to call it) from which he is allowed to launch untrue and extremely biased political attacks against Northern District Associate Commissioner Matt Penning.
But I digress. Back to the subject of the verbal altercation which Commissioner Lairmore reportedly created at the County Road Department Meeting in Drake this past Thursday morning ..... This incident, if it is true as described to me and I DO believe the account which has been described to me by one of the meeting attendees because I know this particular person to be very honest and straight-forward, was very unprofessional and very unfortunate. The incident was created entirely by Southern District Associate Commissioner Lairmore and NOT by Northern District Associate Commissioner Penning.
I'm going to do everything I can to flush out more of the ugly details regarding this story by attempting to contact all of the individuals who were directly involved in the incident which occurred during last Thursday's road department meeting in Drake. Perhaps I'll send them all an email or maybe I'll have to call them if they don't have an email address to see if they wouldn't mind responding to a few questions that I, as an admittedly amateur, part-time investigative reporter, have managed to formulate. Those who were present at the meeting in question are also quite welcome to come onto this site and make any comment they want. Others who may not have been in attendance at last Thursday's Road Department Meeting are also invited to comment. I promise to publish all comments in their entirety just as I always do, and I will not edit a single word.

Thursday morning (7/22/2010) at the so-called "Gasconade County Road Department Meeting" in Drake, a serious altercation erupted when Southern District Associate Commissioner Jerry Lairmore began badgering and verbally abusing Northern District Assocate Commissioner Matt Penning. The verbal abuse went on for sometime while Presiding Commissioner Ron Jost who was "leading" the meeting sat on his hands and took no actions to stop it. Eventually the harrassment, brow-beating, bullying and swearing became so extreme that Commissioner Matt Penning simply excused himself and left the meeting rather than be goaded into a more serious response.
Unfortunately there were no media representatives in attendance at the meeting who can report to us on the nasty altercation which occurred. This time we won't be getting a lengthy transcript of the disgusting verbal exchange from any member of the media as we have in the past. - What was the altercation all about? I understand it had something to do with county tire purchasing procedures and with the credit payments for usable tire casings which Central Tire Company paid to Gasconade County during this past year in which they had been awarded the contract. Is that true? What exactly is the issue, Commissioner Lairmore?
- I understand that it was Southern District Associate Commissioner Jerry Lairmore who initiated the mean-spirited verbal attack against Northern District Associate Commissioner Matt Penning? Is that true, Commissioner Lairmore? Is it true that you called your colleague a "lieing son-of-a-bitch" during the road department meeting and most regrettably in the presence of three county employees? Would you care to explain or refute?
- What specifically are you, Commissioner Lairmore, so concerned and agitated about? Why? Please explain.
- Commissioner Lairmore, why did you find it necessary to badger, brow-beat, belittle, accuse and curse at Commissioner Penning to the point that Commissioner Penning quite understandably felt he had no choice but to simply remove himself from the meeting?
- Commissioner Lairmore and Presiding Commissioner Jost, how many road department employees were forced to witness this unprofessional display by their County Commission "leaders"? Which road department employees witnessed this unprofessional exchange? We understand county employees Wayne Kottwitz, Roger Dahl and Debbie Thomas were present? Would you like to comment on this or refute it? How many man-hours of otherwise productive time were lost on this day by our road department employees so that they could witness your childish, unprofessional behavior?
- At the 'Meet The Candidates' night sponsored by The Farm Bureau Tuesday night in Owensville, you, Presiding Commissioner Ron Jost, took credit for the Gasconade County Commission "working so well together in harmony under your leadership". Why then did you allow this angry, bullying and unproductive line of interrogation by Commissioner Lairmore to go on for as long as it did? Mr. Jost, as Presiding Commissioner, isn't it your responsibility to maintain some semblance of professional decorum and order during official meetings of the County Commission?
- Mr. Kottwitz, Mr. Dahl and Ms. Thomas, I am very sorry that you were put in a situation whereby you were forced to witness this angry and unprofessional display by the very people who should be leading you. Do any of you wish to make a comment at this time? I completely understand if you don't.
