Correction To May 4th Posting - "Reciprocal Website Agreements"

Published by Lois Lame, Subscriber Services, Lifestyles Reporting, Cool Music and LIVE Webcams

In our May 4th story regarding our reciprocal website agreements, we made a mistake.  Our mistake was pointed out to us by Renee Simon, the Business Manager at Hermann NEWS and New Haven NEWS ONLINE.  We thank her for pointing out the error that we made in our reporting.

Renee pointed out that NGNN is not an acronym, and that they are no longer "Neighborhood Galaxy News Network".   She explained to us that their website is ngnn.com, but that they are no longer affiliated in anyway with "Neighborhood Galaxy News Network".

We have gone back and corrected our original article at:

Man On The Street Interview #3, Part B - Status of Courthouse Project

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

Earlier this week, on Wednesday, May 5th to be precise, I caught up with Barry Schmelly in the parking lot at the Gasconade County Courthouse.  I asked Barry some questions about the status of the Courthouse Project, and Barry gave me an earful to say the least.  Barry was eager to talk about this subject at length, but we ran out of time.  So, we agreed to continue our discussion today.  We met at a local coffee shop in  Hermann early this morning.

If you want to read or re-read Part A of our interview, you can click on the following link:  http://hermannhearsay.blogspot.com/2010/05/man-on-street-interview-3-courthouse.html

Here is Part B of my interview with Barry Schmelly:

Jimmy:  "Thanks for agreeing to continue our interview from earlier this week!  You obviously have some strong viewpoints on the subject of restoring the County Courthouse and expanding and improving county office space."

Barry:  "Yes I do, Jimmy!  I just think our generation has an obligation to future generations to pass on a legacy we can all be proud of.  I think we should pass on a world to our children and grandchildren which is better in every respect than the one we inherited.  And by that I mean to include public roads, streets, highways, bridges, utilities, buildings and infrastructure of every kind."

Jimmy:  "Wow! That's a pretty lofty goal, Barry!  Do you think that's realistic?  There is sooooo much to do!  And so much controversy."

Barry:  "Realistic or not, we HAVE to do it, Jimmy!  We HAVE to find a way!  That's what our parents, grandparents and great grandparents did for us!  Each generation builds upon and improves what was given to them by their ancestors, by the generation which passed before it!  We CANNOT allow ourselves to be the generation that breaks the chain.  We CANNOT be the first generation in America to TAKE, TAKE, TAKE and fail to GIVE BACK!  Don't ya see, Jimmy?!  We have a duty to fulfill."

Jimmy:  "But nothing or at least very little has been done to maintain let alone restore and improve the county courthouse during our generation!"

Barry:  "Exactly my point, Jimmy!  Exactly my point!  It's high time our generation resolve to do what needs to be done!  We haven't done much to preserve and spruce up that wonderful lady that overlooks the Missouri River and welcomes visitors into Gasconade County.  We haven't given our county employees the modern office facilities they need in the 21st century.  But it's not too late!  Our generation still has a chance to do what we know must be done!"

Jimmy:  "Ya know, Barry, I think you're right!  Guess I never thought about that aspect of the Courthouse Project debate before."

Barry:  "It could be that a lot of other people haven't thought about that aspect either, Jimmy!  Maybe we've all been caught up in the petty, selfish politics of the matter.  Maybe we've all been caught up in the debate of whether to restore that venerable old building or start afresh with a new building or buildings.  Maybe we've feared and worried too much about asking our fellow citizens to pay higher taxes in order to pay off the public bonds which would finance the project.  Whatever we've been worryin' about, we've been worryin' about all the wrong things.  Instead, we should be concerning ourselves with the obligation we have to the generations who will follow after us."

Jimmy:  "I think I see what you're saying, Barry."

Barry:  "Ya see, Jimmy, that's why I'm so aggravated with our county leadership and business/community leadership.  They are focused in the present, when they should be envisioning the future.  They either have no vision or they have no courage to lead others.  In a few cases, I think they have neither.  In a number of cases, good people have become discouraged by the actions of others on positions of power who choose to do nothing.  Ya see, Jimmy, if the people we've chosen to lead us will just quit worryin' about the things they're worryin' about and lead us with positive conviction, we will follow!"

Jimmy:  "Maybe you're right, Barry."

Barry:  "Well of course I'm right, Jimmy!  Nothing ever got accomplish in this country of ours without strong, courageous, visionary leadership.  And that's what we're missin' right now in Gasconade County.  Don't get me wrong!  We've had a few good people who have tried to move the ball down the field.  But they've allowed two of our county commissioners to stymie the whole darned effort."

Jimmy:  "So, what are we to do, Barry?  The situation seems hopeless!"

Barry:  "Now don't you fret none, Jimmy!  We've always found good leaders in this country when we needed 'em.  And we're gonna to find good leaders again right here in Gasconade County.  They're out there!  They exist just as sure as I'm sittin' here talkin' to you.  They are gettin' mighty fed up with the existing situation.  And they will step forward just when we need them most.  Some are stepping forward now.  Larry Miskel and Sharon Meyer are two recent examples.  I promise you there will be more!"

Jimmy:  "That's encouraging, Barry!  I hope you're right!"

Barry:  "You just wait and see, Jimmy!  You just wait and see!  But we just have to guard against one thing, Jimmy."

Jimmy:  "What's that, Barry?"

Barry:  "A lot of frustration has been built up since 2008 over this issue.  Neighbors have been at odds with neighbors.  Rather than lead in a positive way, some have stirred the pot.  Others have delayed, obstructed and stone-walled. Whether for misguided perceived political gain or for anticipated financial gain, some have actively worked to block the restoration of the courthouse and expansion of county office facilities in Hermann.  This crap has to STOP!  This crap has to be OPENLY CONFRONTED!  We have to band together, perhaps along side people with whom we have previously disagreed, we have to place our egos and personalities aside, and we have to resolve to work toward a solution which is best for Gasconade County."

Jimmy:  "But, can it be done, Barry?"

Barry:  "Yes, I'm optimistic that these things CAN be done!  We have wonderful people in our county!  We just need to 'tweak' our thinking a little bit.  Strong and effective leaders working cooperatively in a positive direction can help us do just that!"

Jimmy:  "Time has flown by once again, Barry.  I thank you for doing this 'Man In The Street' interview.  I think it's been one of our best yet!  I'm eager to see what kind of response we're going to get from our readers!"

BREAKING NEWS - County Commissioners Agree To Place Use Tax Question On November Ballot

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

This morning in Owensville at the weekly meeting of the Gasconade County Commission, the Commissioners agreed to place the 'Use Tax Proposal' on the November ballot.  Hermann Hearsay will be publishing more details and analysis regarding this subject at a future date.

At a time when county revenues are down, necessitating a very austere county budget, Hermann Hearsay applauds the Commissioners (as a group) for their decision to place this revenue generating proposal on the November ballot.  Hermann Hearsay also applauds Northern District Associate Commissioner Matt Penning for promoting the idea of implementing a 'use tax' within the county.  At a time when no tax increase will be very popular with citizens, we appreciate Commissioner Penning's courage and determination to promote this idea with his colleagues.  If approved by the voters in November, certain purchases which have heretofore escaped taxation by the county will be taxed.

Jimmy's Night Desk Report - Elmer Fudd's Pig Has Been Found!

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

Friends, I have very good news to report to you tonight!  At about 10:45 p.m. tonight (Cinco de Mayo), Elmer Fudd's prize pig, 'Porky', came strollin' into the Sharp Corner Tavern at the corner of 5th and Market Streets.  Elmer was there celebrating Cinco de Mayo with a few ice-cold Corona beers and cheese nachos.

Evidently, that ol' pig of Elmer's is pretty darned smart.  Somehow she tracked Elmer down at his favorite watering hole.  My source reported to me that Elmer was so happy to have 'Porky' back that he bought a round of drinks, then bid his girlfriend Henrietta Hornschwagel goodnight and took 'Porky' back home in the bed of his muddy old '55 Ford pickup.

In a related story, Mitch Hoelmers vows to send the clean-up bill to Elmer and to never again leave the front door of his establishment standing wide open on a warm spring night.

Man On The Street Interview #3, Part A - Status of Courthouse Project

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

I caught up with Barry Schmelly of Hermann this morning in the parking lot at the Gasconade County Courthouse.  I asked Barry if he would consent to an interview on the subject of the status of the courthouse restoration project and expansion of county offices.  Barry generously consented to the interview.

Jimmy:  "Barry, I know you are busy, so I will try to keep this interview brief.  Thanks for your time!  You don't mind if I use this digital recording device to record our conversation, do you?"

Barry:  "No, I don't mind.  That's quite alright Jimmy!  Happy to address any questions you might have!  I do have to meet someone in about 20 minutes however."

Jimmy:  "As you know, we have been at a virtual standstill with regard to the courthouse restoration project and county office expansion project since the November election in 2008.  There was a great flurry of activity and discussion leading up to the election.  But after Prop. A (the ballot proposition to move the Gasconade County seat) failed to get the required votes to pass, we have seen very little if any activity or discussion.  What do you make of that?"

Barry:  "Well Jimmy, I'm real glad you asked!  I personally see a vacuum in county leadership at both the county government level and the business community level.  No group or individual seems willing to put forth the effort and step forward to move the "ball down the field".  The Presiding Commissioner of Gasconade County (Ron Jost) and the Associate Commissioner of the Southern District (Jerry Lairmore) appear to be stone-walling and dragging their feet on this project.  I don't know if their stone-walling and foot-dragging are intentional or if they are just plain incompetent!  Oh, they have plenty of excuses which they are quick to provide, but none of their excuses are legitimate.  They say they haven't seen the money for the project and they haven't seen a plan.  They say that now is not the time to move forward due to the economic recession and the political division within the county.  When reminded that it is their jobs as leaders of the county to find the money, develop the final scope of the project, and provide the leadership needed to bring citizens of the county together to back a solid plan, they seem dumbfounded and much offended.  The Associate Commissioner of the Northern District (Matt Penning) has tried to influence Jost and Lairmore on this issue on numerous occasions, but he is always overruled by a vote of 2-1, even on minor matters of clean-up and maintenance.  The GCCS and the Hermann Chamber of Commerce, two groups of business "leaders" and community "leaders", have acquiesced.  Seemly they have cowered, deferred to Messrs. Jost and Lairmore, and backed off from them.  For whatever reasons, these groups and the individuals who lead them have apparently decided NOT to push for progress in the county."

Jimmy:  "Wow!  You're certainly NOT pulling any punches there, Barry!"

Barry:  "No I'm not!  Frankly Jimmy, I'm fed up with Ron Jost, Jerry Lairmore, the GCCS, and the
Hermann Chamber of CommerceRon Jost needs to be defeated this November.  I'm sure Larry Miskell, his Republican Primary opponent, will do a much better job.  I plan to do everything I can to support Mr. Miskell prior to the Primary Election.  I wish we could kick Lairmore out of office this November, but that will have to wait until November of 2012."

Jimmy:  "What, in your opinion, needs to be done to get the courthouse project back on track, Barry?"

Barry:  "Number 1 - Someone within the GCCS needs to step forward and reconstitute the group.  Jon Held, President of the GCCS, announced that he was throwing in the towel several months ago at a special Chamber of Commerce meeting at Hermann Hill.  Fine!  We accept your resignation, Jon!  Now, who wants to step forward and LEAD?!  Number 2 - Remove one the primary barriers to progress from his key seat in county government.  Vote Ron Jost out of office in the Primary Election or if not then, in the November General Election.  Number 3 - After Number 1 and Number 2 have been accomplished, organize an influential leadership group within the county to sit down with Southern District Associate Commissioner, Jerry Lairmore, and explain to him 'just how the cow ate the cabbage'.  Explain to him that the Game of Intimidation, Stone-Walling and Obstruction is OVER."

Jimmy:  "Wow, Barry!  You sure are blunt!"

Barry:  "You damned right I'm blunt, Jimmy!  Tell me, Jimmy, have you seen anything getting done while we've been pussy-footin' around with those who are obstructing progress on the courthouse project?"

Jimmy:  "Well, I suppose not Barry.  I haven't seen any measureable progress to speak of."

Barry:  "That's my point!  You won't see any progress either, not until we get completely NEW leadership!"

Jimmy:  "Look, Barry, I've kept you long enough.  I was wondering if we could set up a follow-up interview when you have more time?"

Barry:  "That would be fine, Jimmy.  Just give me a call, and we'll set up another date and time."

Jimmy:  "Super!  I'll be in touch.  Have a great day, Barry!  Oh, and Happy Cinco de Mayo!"

Note to readers:  I've set up the follow-up interview with Mr. Schmelly, and we've scheduled it for this Friday, May 7th.  Please look for that interview to be posted by Friday evening.

Happy Cinco de Mayo!

Published by Lois Lame, Subscriber Services, Lifestyles Reporting, Cool Music and LIVE Webcams

It's May 5th.  It's Cinco de Mayo!

Yes, it's the day we drink Corona with a slice of lime instead of our usual Bud Light or Milwaukee Best.  It's the day we forego our favorite single-malt scotch or sour mash Tennessee sippin' whiskey for tequila.  Some of us drink shots of tequila, but most of us drink margaritas.  And instead of our usual hot wings or bacon cheeseburgers, we risk indigestion and eat hard-shelled tacos or soft-shelled bean burrito with lots of hot sauce.

If only our local wineries produced a Mexican wine, we could support them and drink Mexican wine on Cinco de Mayo.  But alas they don't!  Or maybe one of them does?!  Stone Hill has that Jackass (sp?) wine!  Kinda looks like a Mexican burro kicking up its heels on that cute wine bottle they have!  Maybe I'll drink some of that Jackass (sp?) wine today!

But aside from all the obligatory adult beverages, what really is Cinco de Mayo, you ask?  And why do we celebrate it?

Hermann Hearsay is here to provide you some answers!  You could have looked it up yourself, but we've gone ahead and done that for you.  Just one of the many FREE services we provide to our subscribers!  Here's what we found at Wikipedia ........

Cinco de Mayo

Cinco de Mayo (Spanish for "fifth of May") is a holiday celebrated in the United States and primarily limited to the state of Puebla in Mexico. The holiday commemorates the Mexican army's unlikely victory over French forces at the Battle of Puebla on May 5, 1862, under the leadership of Mexican General Ignacio Zaragoza Seguín.

Cinco de Mayo is not "an obligatory federal holiday" in Mexico, but rather a holiday that can be observed voluntarily. While Cinco de Mayo has limited significance nationwide in Mexico, the date is observed in the United States (also voluntarily) and other locations around the world as a celebration of Mexican heritage and pride. Cinco de Mayo is not Mexico's Independence Day, which actually is September 16, the most important national patriotic holiday in Mexico.

History
In 1861, Benito Juarez stopped making interest payments to countries that Mexico owed money to. In response, France attacked Mexico to force payment of this debt. France decided that it would try to take over and occupy Mexico. France was successful at first in its invasion; however, on May 5, 1862, at the city of Puebla, Mexican forces were able to defeat an attack by the larger French army. In the Battle of Puebla, the Mexicans were led by General Ignacio Zaragoza Seguín. Although the Mexican army was victorious over the French at Puebla, the victory only delayed the French advance on Mexico City. A year later, the French occupied Mexico. The French occupying forces placed Maximilian I, Emperor of Mexico on the throne of Mexico in 1864. The French, under pressure from the United States, eventually withdrew in 1866-1867. Maximilian was deposed by President Benito Juarez and executed, five years after the Battle of Puebla.

The Battle of Puebla was important for at least two reasons. First, although considerably outnumbered, the Mexicans defeated a much better-equipped French army. "This battle was significant in that the 4,000 Mexican soldiers were greatly outnumbered by the well-equipped French army of 8,000 that had not been defeated for almost 50 years." Second, it was significant because since the Battle of Puebla no country in the Americas has been invaded by an army from another continent.

History of Observance

According to a paper published by the UCLA Center for the Study of Latino Health and Culture about the origin of the observance of Cinco de Mayo in the United States, the modern American focus on the people of the world that day first started in California in the 1860s in response to the resistance to French rule in Mexico. The 2007 paper notes that "The holiday, which has been celebrated in California continuously since 1863, is virtually ignored in Mexico."

Current Text of Proposed Hermann City Ordinance Dealing With Feral Cats

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

Editorial comment on this subject was posted previously on Monday, 5/3/2010 at:

http://www.hermannhearsay.blogspot.com/2010/05/editorial-comment-will-hermanns-cats.html

Below is the text of the proposed city ordinance dealing with feral cats. Changes will be made before the next Board of Alderman meeting on May 18th, when the bill will be voted on for the first time. A secondary vote with any additional changes to the text will be presented at the following meeting on June 1st.

Bill No. 2010-12

An Ordinance For Vaccination, Impoundment And Handling Of Cats

WHEREAS, it is the duty of every person who owns or possesses a cat to exercise prudent attention to the health of the cat and to properly care for the cat in order to protect the health and welfare of the citizens of the City of Hermann; and

WHEREAS, R.S.Mo § 79.400 authorizes the City to regulate or prohibit the running at large of domestic animals; and

WHEREAS, the Board of Alderman has determined that the regulation of cats is necessary and in the best interests of the citizens of the City of Hermann, Missouri.

NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF HERMANN, MISSOURI, AS FOLLOWS:

SECTION ONE: There shall be new sections added to Chapter 205 of the Hermann Municipal Code regarding the regulation of cats as follows:

SECTION 205.___: VACCINATION OF CATS REQUIRED

Every person who owns any cat shall have such cat vaccinated against rabies and registered as provided below. Cats must be vaccinated at once every three (3) years provided that a three (3) year type vaccine is administered; if a vaccine effective for less than three (3) years is administered, then the cat must be vaccinated upon the expiration of the vaccine.

The cost of all rabies vaccinations shall be paid by the cat owner.

SECTION 205.___: ANNUAL REGISTRATION AND LICENSE FEE REQUIREMENTS FOR CATS

An annual license fee of One Dollar ($1.00) per cat is hereby imposed upon every owner of a cat. The annual license fee shall be paid to and collected by the City Collector on or before the first day of February each year for the succeeding twelve (12) month period ending on January 31st of the next year. The full license fee shall also be paid and collected for any part of the year.

Applicants for cat licenses shall present a certificate of vaccination executed by a veterinarian verifying that the cat has been immunized against rabies for the entire (12) month period for which the license is sought.

It shall not be required for a vaccinated and licensed cat to wear any license or registration tag.

SECTION 205.___: IMPOUNDMENT OF CATS SUSPECTED OF HAVING RABIES

A. Any cat or other animal suspected of being afflicted with rabies, or any cat which has not been vaccinated which has bitten any person and caused an abrasion of the skin of such person, shall be seized and impounded under the supervision of a licensed veterinarian. If upon the examination by a veterinarian, the cat has no signs of rabies at the end of impoundment, it may be released to the owner after vaccination and upon payment by the owner of the veterinarian's impound and vaccination fees. In the case of a stray cat, it shall be disposed in accordance with applicable laws.

B. Any cat which has been vaccinated and which has bitten any person shall be confined by the owner or other responsible person until the cat is examined by a licensed veterinarian. If no signs of rabies are observed by the veterinarian the cat may be released from confinement.

SECTION 205.___: HANDLING OF CATS BITTEN BY RABID ANIMALS

1. Unvaccinated cats. In the case of cats have not been vaccinated which have been bitten by a known rabid animal, the bitten or exposed cat shall be immediately destroyed.
2. Vaccinated cat. If the bitten or exposed cat has been vaccinated the cat shall be handled as follows:
a. Immediately re-vaccinated and confined for a period of thirty (30) days following revaccination, at the cat owner's expense.
b. The cat shall be destroyed if the owner does not comply with item (a) of this Subsection.

SECTION 205.___: IMPOUNDMENT OF OWNED CATS

A. An authorized City representative may make and enter into a contract on behalf of the City for the confinement, impounding, care and disposal of cats upon such terms as are set forth in this ordinance.
B. Any cat found off the owner's premises whereby a complaint has been filed with the City of Hermann may be impounded. All property registered impounded cats shall be given proper care and maintenance. Each impounded cat shall be kept and maintained at the pound for a minimum of ten (10) days unless reclaimed earlier by the owner.
C. Notice of impoundment of animals, including any significant marks of identification, shall be posted with the City Clerk as public notification of impoundment. Any unvaccinated cat may be reclaimed by its owner during the period of impoundment by payment of prescribed pound fees and complying with rabies vaccination requirement. Any vaccinated cat impounded because of lack of a rabies vaccination tag may be reclaimed by its owner by furnishing proof of rabies vaccination and payment of all impoundment fees prior to release.
D. At the expiration of impoundment a cat may be claimed by payment of established pound fees and by compliance with the rabies vaccination requirement of the Article within seventy-two (72) hours of release. If the cat is unclaimed at the end of ten (10) days, the City may dispose of the cat in accordance with applicable laws or rules and regulations.
E. Any cat owner shall be notified, if possible, before may be destroyed.

Job Offers Greatly Appreciated!

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

Ever since I got promoted to Editor here at Hermann Hearsay, I've been getting unsolicited job offers.  While I appreciate the offers to write columns and editorial comments for other fine local news operations, I have to remain loyal to Clark Kant who hired me right out of school when nobody else would even take a look at my job application and resume.  Our owner, Truman T. So, I just wanted to say thanks to all who have offered me work in their local media organizations.  I especially want to thank Glenn Warnebold who recently offered me a job writing editorial comments for HermannNews.com .......... but at NO PAY, ZERO, ZILCH, NADA!  Glenn and I didn't get around to discussing whether the office coffee would be free or whether I would have to pay for it.  Dang, Glenn!  You could've at least offered to throw in a few bottles of your wine!  Ha ha ha!

I suppose I shouldn't be so sarcastic.  Instead I should appreciate the consideration I've been given.  Afterall, I'm just a rookie journalist working at a rag-tag, start-up daily online news website, and I've only been out of J-School for one year now.  I'm hoping that, if I keep my nose to the grindstone, I'll be just as good as Clark someday.  And maybe someday in the future, I'll be calling up the young journalists at other local news outlets offering them jobs here at Hermann Hearsay!  When I do, I will offer jobs WITH PAY ...... and FREE COFFEE!

Jimmy's Night Desk Report - Interesting Stuff In Hermann

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

I hate writing up these stupid night desk reports.  You'd think now that I've been promoted to Editor, I'd assign this duty over to someone else.

Well, the reason I've decided to keep manning the night desk is because there's a lot of interesting stuff that goes on at night here in Hermann.

Just take tonight for instance:
  1. Quincy McGoo fell again as he was departing The Barrel Bar.  Is it Mr. McGoo's poor eyesight or might it have had something to do with the eight bottles of Stag beer he guzzled down tonight?
  2. Gertrude Schenkelberg caught up with her good-fer-nothin' husband at the Sharp Corner Tavern.  There was quite a disturbance, but the cops were not called to the scene.
  3. Jethro Bodine pulled into the BP Station on Market Street to gas up his Jeep just after dark.  Jethro had been out on river most of the day and had a whole cooler full of fish to show off.  He had one really nice catfish that must have weighed ten (10) pounds if the doggone thing weighed one (1) pound!
  4. Thurston Howell III was drinking coffee and reading the Monday edition of the Wall Street Journal at Time For Pie.
  5. The Eagle Hall was going strong as usual.  Since there was no parking spot to be found on the west side of Market Street, I didn't even bother to stop.
  6. The new trolley car is parked on the vacant corner lot at First and Schiller Streets.  She sure is a neat looking trolley car.  I can't wait to hop a ride on her!
  7. The new paving bricks are looking really good down at the German School Museum on the corner of Fourth and Schiller Streets.  Joy Kallmeyer and his Board of Directors have to be mighty pleased with the improvements being made this spring.
The other online news sites just don't cover this kind of local color.  That's why I keep right on bringing it to you here at Hermann Hearsay.  I've had a lot of readers thank me for these Night Desk Reports.  They say that my Night Desk Reports are what sets Hermann Hearsay apart from all the other local news outlets in Hermann.  That makes me feel good and keeps me pumped up!

Editorial Comment -Will Hermann's Cats Eventually Drive The Dogs Out Of Town?

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

An editorial piece "straight from the horse's mouth".,,,,,,

Confession:  I'm a dog person.  It's not that I hate cats, I just like dogs better.  (By the way, I like horses too!)

Photo:  My dog "Ol' Blue".  He's been with me through thick and thin for nine years now.

In a recent editorial written by the self-admitted cat-loving publisher of a competing online news service, lavish praise was heaped upon Hermann cat lovers and members of the Hermann City Council who have spent untold hours addressing Hermann's "feral cat" problem.  I have read and re-read this particular editorial.  I have thought about the Hermann "cat problem", but I come to much different conclusions than those stated by my journalist colleague.  Maybe it's not so much that I have come to different conclusions than my journalist colleague.  Maybe it's just that I wonder about a few things which seem to be of little or no concern to my colleague.

Let me elaborate:
  1.  I wonder if our mayor, one of our aldermen, and the Hermann cat lovers led by Nancy Johnston have spent too much time on a "problem" which has been blown completely out of proportion relative to other more pressing needs of the city.
  2. I wonder if all of the excitement and hubbub of the past several months has diverted attention and energy which could have been more appropriately spent on municipal issues of greater import, for example:  (a) the $6.2 million dollar sewer system upgrade project, (b) the poor condition of way too many city streets, (c) the poor condition of our city parks, (d) the poor condition of city sidewalks and (e) the remaining concerns regarding our utility rates.
  3. I wonder if any of the cats from other neighborhoods which are trapped, spayed/neutered, vaccinated, detained and fed for a week or two, etc. will be released into my neighborhood in some sort of misguided cat population re-entry program.  I just can't wait to have a few stray cats doing what stray cats do on my property!
  4. I wonder if I will be assessed a "cat tax" by the City of Hermann to pay for all of this silliness.  Or will the cost of this program simply be buried in the budget for some other existing program?  Who will pay for this new "feral cat" program?  Will the cat lovers ban together to finance this new "feral cat" program?  Or will the costs be "socialized" and payed for by all Hermann residents?
  5. I wonder just where in the hell all of these stray cats hang out.  I'd like to see just one of these little buggars!  I walk three to five miles everyday, and I have yet to see a "feral cat", much less even one or two legal, documented cats anywhere in the city limits of Hermann.
  6. I wonder why we don't have a "feral dog" problem in Hermann.  Are dogs just simply more "adorable and loveable" than cats, so that their owners would never dump them out into the harsh city streets and alleys of Hermann to be trapped, spayed/neutered and despised?
  7. I too, like my journalist colleague, wonder what shall become of Hemann once we gain a national reputation as a "cat friendly" community.  Will we become a national dumping ground for unwanted pussycats from all over America?
  8. I wonder if my dog "Ol' Blue" will be safe in a town that will soon be over-run with stray cats.  Will "Ol' Blue" develop some sort of personality disorder in an environment of constant cat hissing, screeching and caterwalling?
I will be following the "feral cat ordinance" with great interest, and I will be watching to see how long the Hermann "cat lovers" can maintain their intense activism.  If Hermann becomes a "cat" town, "Ol' Blue" and I may be forced to move to the country.

Ah yes!  I am truly a dog person!  My publishing colleague across town says .... "Dogs are fine, but I prefer the independence and indifference of a cat. With the unflagging loyalty of a dog comes a sort of neediness that doesn't appeal to me. But if you are a dog person (and I think around here dog people outnumber cat people), nothing I can say will sway you. And I don't want to sway you."

Well my cat-loving colleague, you haven't!  Your arguments against dogs are precisely the reasons why I favor dogs ..... their unflagging loyalty and warmth.  If I preferred independence and indifference, I would have stayed with my cold-hearted ex.  But I didn't.  Nope, "Ol' Blue" suits me just fine!  And those cat lovers here and about town had better not go to "re-distributing" those feral cats in my neighborhood!

One of the more reasonable and thoughtful positions on Hermann's "feral cat" problem appeared as a 'Letter To The Editor' (page 5A) in last week's Hermann Advertiser-Courier (4/28/2010 edition).  The letter "Tabby Town?  Put it on the ballot." was submitted by Neil Koch of Hermann, and I suggest that members of the Hermann City Council would do well to read Mr. Koch's letter before proceding with a new "cat ordinance" too hastily.  I am reproducing Mr. Koch's letter as a comment to this posting.  I hope everyone will read it and reflect upon what he is saying.  Evidently Mr. is not a "cat lover".  Perhaps he is a "dog lover" like me.

For a good report on the status of the "cat ordinance" along with the exact language of the proposed "cat ordinance" itself, go to:  http://www.ngnn.com/65041/content/2010/apr/30/feral-cat-ordinance-moves-forward.  Anna Wiegenstein of HermannNews.com does an excellent job of reporting the Hermann "feral cat" story.  Well done, Anna!

Have you seen this pig?

Pubished by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

Have you seen this pig?  His name is "Porky".  "Porky" wondered off Elmer Fudd's farm sometime early this morning.  Elmer doesn't know why.  Elmer says he was feeding "Porky" very well.  Elmer misses "Porky", amd will appreciate his return.  Elmer promises a reward of 5 lbs. of wabbit stew for Porky's return.  Call 1-800-WABBITS.

Investigative Report - Improper Use of County Owned Computers Alleged By Local Man

Published by Jimmy Oldsun, NDRIRSRWRAFTC & Editor

Do you think Gasconade County elected officials and employees should be permitted to use county owned computers (or any county asset) for a personal business purpose?  Do you think county officials and employees should be allowed to use their time at work, time for which the taxpayer pays, to conduct personal business with or wthout the aid of county computers or any other county asset?  Do you think the county has written policies regarding the use of county assets such as computers and telephones?

Recently a loyal, long-time HH reader provided us six (6) emails which he has received over the course of the past several months.  These non-business related emails were sent out to a personal distribution list by a certain elected Gasconade County official during regular office work hours.  Our source, who prefers that his identity not be revealed at this time, received the emails when they were
forwarded to him by a person who was on the original distribution list.  He is very upset about this and has taken these same emails to his elected county representative for further investigation into the matter.  Because the investigation is ongoing, we are honoring our source's request that his name and the name of the county official accused of improperly using county computers not be used in this report at this time.  Our source, whom we shall hereafter refer to by his code name "Mongoose", has independently confirmed to us that the author of these personal emails is in fact an elected Gasconade County official.  We have verified that this is in fact the case.

We have on file copies of the emails which we can independently confirm and attest are definitely of a personal nature as alleged by "Mongoose" and not of a county business nature.  The dates and times that the emails were sent out are as follows:

1.  Date: Fri, 19 Feb 2010 16:29:59
(Subject:  Republican Pachyderm Club, Lincoln Day Flier)
2.  Date: Tue, 2 Mar 2010 11:56:41
(Subject:  Article "Organizing Kids for Barack Obama")
3.  Date: Tue, 23 Mar 2010 08:44:18
(Subject:  Article "After America , There is No Place to Go")
4.  Date: Wed, 24 Mar 2010 09:44:32
(Subject:  Article "Barack Obama Has Awakened a Sleeping Nation")
5.  Date: Tue, 13 Apr 2010 08:25:21
     (Subject:  Food Nutrition Chart)
6.  Date: Tue, 27 Apr 2010 08:18:11
(Subject:  Article "British Press Report on Obama's G-20 Summit Meeting Trip")

As you can see from the date/time stamps of the emails which were sent out by the county official, all emails were sent during the regular office hours of the Gasconade County offices at the Gasconade County Courthouse.  None were mailed out on "personal time", i.e. on weekends or at times prior to 8:00 a.m. or after 5:00 p.m.

We will keep you updated as the investigation procedes.
