Editorial Comment - Reporters Running Around All Over The Place .... But Are You Getting The News That Is Really Important?

In our small town of Hermann, we now have three news organizations ....... plus, of course, Hermann Hearsay which is a completely different kind of "news" site altogether. HH is more of local news analysis site. HH reports on the reporters.

Sometimes I feel that we must have more reporters per 100 residents than any other place in the entire world. We seem to have two or three reporters covering every local event or public meeting. I've been wondering if there is so much news to report in our small town that we really need three news organizations to cover it all.

With all of this "news reporting" fire-power, one might think that "no stone is currently going unturned" in the frenetic search for the BIG local news scoops.

Our three news organizations are: The Hermann Advertiser-Courier (a traditional newspaper with an electronic newspaper option), Hermann News (an online news website) and County News LIVE (another online news website).

Between these three news organizations, what kind of news stories do they cover? Well, let's just take an inventory:

  1. city government news
  2. county government news
  3. state government news
  4. community news
  5. community events
  6. civic organization news
  7. civic organization events
  8. school news
  9. school events
  10. obituaries
  11. display ads
  12. classified ads
  13. birth announcements
  14. engagement announcements
  15. anniversary announcements
  16. sports (high school, collegiate and professional)
  17. weather
  18. fishing reports
  19. human interest articles
  20. news reports about news site record-breaking performances
  21. and so on and so on.
Well, I think you kinda get the picture. Nothing too controversial. Nothing too penetrating. Nothing that requires any real, hard-nosed investigative reporting.

So what kind of news stories are they NOT covering? As I see it, if the story is complex, potentially controversial or requires a fair amount of investigation or analysis over a long period of time, then the story just doesn't get covered. Afterall, why not just take the easy way out and report on the easy stories? Why not avoid controversy and avoid making enemies? Why not take the path of least resistance? In my opinion, that seems to be the thinking by our local news media.

And why does this kind of "lazy" reporting continue? Why is it the same with all three news organizations? To answer that question, let me pose the following questions: Are the businesses and organizations which advertise with these three news organizations demanding more hard-hitting investigative reporting, more thorough and complete analysis? Are the subscribers to these three news services demanding that the quality of reporting improve?

Well, I think we have our answer. There is no pressure on local news media to improve the quality of their "reporting". We really have no investigative reporting to speak of at the local level. News organizations here at the local level are primarily interested in selling subscriptions and advertising. Hard-hitting investigative journalism tends to make waves, ruffle feathers. Hard-hitting investigative journalism stirs controversy. Sometimes it even makes enemies. The truth can sometimes embarrass important people. And that can be harmful to daily readership and subscription rates which in turn can be harmful to advertising support.

Yeah, yeah, yeah, Jimmy! That's all fine in theory! But what about in actual practice? What are some of the stories which should be investigated? And why are these stories so much more important than the local high school baseball scores, the obituaries, the fluff pieces about somebody's pretty flower garden, the photos of the muddy, mangled, overturned vehicles, etc?

OK, fair enough! Here are some of the stories which I think should be investigated and reported on:

  1. How much exactly (based upon county records) has been spent on the maintenance and preservation of the County Courthouse in Hermann during the past 10 years? By comparison, how much has been spent on maintenance and preservation of county courthouses and administrative offices by surrounding counties? Why has so little been spent to maintain and preserve our county courthouse? Is it not a valuable asset which should be maintained and preserved? Who has been responsible for this gross negligence and dereliction of duty? Who has been arguing to budget more for courthouse maintenance and preservation?
  2. How much in the way of over-charges via double-billing, billing for tires and services improperly received due to conflict of interest, etc. has been paid to county tire suppliers over the past ten years? How did this occur? Why have there been no management and financial controls in place to prevent this over-payment for tires and tires services? Why, when it is the general practice in the industry to do so, were no credits given to Gasconade County for the used carcasses of large truck and grader tires? Why has the tire and tire service bid specification been so woefully incomplete and inadequate for so many years when we have had two commissioners who have years of experience in the retail tire and tire service business?
  3. How many elected Gasconade County officials are guilty of using county assets for personal business or entertainment purposes? County assets like vehicles, tools, computers, etc.? Does the county have written policies prohibiting the personal use of county assets? If not, why not?
  4. State auditors conducted thorough audits in 2002 and 2006. Their audit findings and recommendations were presented to the County Commissioners after these audits. What has become of the recommendations made by the state auditors?
  5. Why are Lowenbaum and Associates of Clayton, Missouri being retained at a cost of $1200 per year to provide legal counsel to Gasconade County when the county already pays hefty salaries to the Prosecuting Attorney Ada Brehe-Krueger and her Assistant, also an attorney? What is the current hourly charge for legal services? What will be the increased hourly rate after July 1? How long have Lowenbaum and Associates represented the county? Why? What is the last time this service was bid out? Should law firms headquartered within Gasconade County be permitted to provide this legal service, if indeed really needed?
  6. How many people are on the Hermann City payroll for the City Streets Department and the City Utilities Department? What do they all do? Why does it take them so long to complete projects?
  7. What's the story behind Pigg Hollow Drive? How much money has Gasconade County spent on this road near Owensville over the years? Why has this county road with so few residents living along it received so much attention?
  8. What are the results of the 2010 state audit of Gasconade County? Why will the results of these audits NOT be reported until AFTER the elections? State level politicians scratching the backs of county level politicians?
  9. Why have the citizen volunteers stopped doing work at the Gasconade County Courthouse? Which county office holders have encouraged volunteerism? Which county office holders have discouraged it?
  10. Etc., etc., etc. I could go on and on.
I think you can see there are many worthwhile stories out there which would require a fair amount of digging for the facts. I think you will agree with me that these stories are of a much greater import to the community at large than the most recent high school baseball score, the most recent vehicle which slid off Highway 100, or the current number of paid subscribers which a particular daily online "news" service is so proud of reporting on a mind-numbing frequency.

If you agree with me, I suggest you contact the local "news" service(s) upon which you rely for your "news" information and ask them to begin investigating and reporting on the REAL stories in the Hermann area and in Gasconade County.

Responding to a request for response from Jeff Noedel, CNL Publisher, regarding the concerns about the county tire bid process and failure of Jost Tire Company to provide credits for used tire carcasses, concerns which were raised during the 6/17 County Commission Meeting by Matt Penning, Gasconade County Northern District Associate Commissioner .....

"Matt could have brought-up these concerns at the road department, with the two of us. But he didn't say a word until he got in front of the camera...it was a set-up. It's all smoke. He's just trying to damage Ron to try to tilt the election. The people of Gasconade County aren't dumb. They can see right through this."

Ha ha ha ha ha!  ROTFLMAO!  (For those you who aren't into "instant messaging" or "text messaging", ROTFLMAO means "rolling on the floor laughing my ass off".)

I don't know which one these two pathetic, clown characters to laugh at more!  Commissioner Lairmore for "fogging and obfuscating" the important and quite legitimate issue which was raised by Commissioner Penning, that being .... "Where did the money for those tire credits which were never provided to the county by Jost Tire Company ultimately go?"  Or Mr. Noedel, the local blogger masquerading as a "journalist", for reporting the "fog" created by Jerry Lairmore rather than the underlying legitimate issue that is important to taxpayers?!

You're absolutely right, Jerry!  The people of Gasconade County "AREN'T DUMB".  They can see right through your sleazy, subject-avoiding B.S.!!!!

And Mr. Noedel, why is it you constantly go out of your way to wittingly or unwittingly "conspire" with Commissioner Lairmore in these kind of obvious, misguided attempts to stick it in Commissioner Penning's anal cavity?  (Excuse the graphic language, but I want to express myself in a way that you two guys can understand!)  Mr. Noedel, take a que from your buddy, Jerry Lairmore.  As Jerry said ... "The people of Gasconade County AREN'T DUMB." They can see through your biased, one-sided "reporting".  The people of Gasconade County are indeed intelligent and perceptive.  Mr. Noedel, you haven't fooled anyone by printing Lairmore's comments about the legitimate concerns which Penning has raised about the county's tire bid process.  By printing B.S. like Lairmore's comments, rather than digging into the issue and printing the embarrassing facts which Commissioner Penning is attempting to bring to light, an approach that a real "journalist" would employ, you bring great discredit upon yourself.  As a self-proclaimed "journalist", you are a joke!  CNL ..... "Comic News LIVE"!

Good mornin', Hermann Hearsay subscribers!

I'm as happy as a chicken scratchin' up earthworms to be doin' my third Hermann Hearsay weekend weather report for you folks!

I "hearsay" that the weather this weekend is gonna be unseasonably hot and humid. A real scorcher! Hot as a tin roof on top of a chicken coop in the middle of July!  Mid 90s kind of hot!  Don't think I'll be needin' my sweater this weekend!

You're gonna be seein' a lot of sunshine this Friday, Saturday and Sunday!  So wear sunscreen and sunglasses if you're gonna be outside. Wear light weight and light color cotton clothing too!  Stay away from the alcohol and coffee as much as possible as they tend to dehydrate you ..... and you sure don't need that in this infernal heat!

Today, it's gonna be hotter than a pepper sprout with a high temperature of 96° F (102° F "feel like" temperature) droppin' to a low of 72° F tonight.  Now, we have a strong probability of a thunderstorm in the late afternoon, but I can't be sure of the % probability right here in Hermann. My weather instrumentation has been givin' me fits recently. I'm guessin' that the chance of precipitation will be about 10 to 20%.

On Saturday, it's gonna be just as hot with a high temperature of 94° F (104° F "feel like" temperature) droppin' to a low of 75° F during the night.  Again, there will be a strong probability of a thunderstorm in the afternoon.

On Sunday, Fathers' Day, the temperatures will inch up further. Our high temperature will be 97° F (106° F "feel like" temperature) droppin' to a low of 72° F during the night.  It will be mostly sunny with a chance of a thunderstorm in the afternoon!

Folks, now don't you forget to water your dogs, cats, chickens and livestock and provide them a shady place under a big tree this weekend!  Even feral cats should be given water.  Don't leave a dog, a baby or a small child in a closed-up automobile either.

Definition of Terms: Fogging, Spinning and Obfuscating

In my 6/17 article about this week's County Commission Meeting, I used the terms "fogging", "spinning" and "obfuscating" to describe practices or tricks often used in the Commission Meetings by Gasconade County Presiding Commissioner Ron Jost and Southern District Associate Commissioner Jerry Lairmore.  These practices or tricks need to be understood by the citizens of Gasconade County.  Jost and Lairmore need to cease and desist from employing these political tricks.  There is no place in honest county government for these cheap, cowardly, time-wasting political practices.  Hermann Hearsay is pledged to calling out politicians every time these practices are used.

I really hate covering Gasconade County Commission Meetings! (Revised With Link To A. Wiegenstein Report)

I really need to find something better to do in my retirement years than covering these poorly run County Commission Meetings!  It seems that Jimmy has me assigned to cover a bunch of unruly, irresponsible kids masquerading as county leaders.  If you've ever been to a Gasconade County Commission Meeting, you know what I mean.  If you've never attended a County Commission Meeting you really should attend a few to see our county government in action.  The meetings are held weekly at 8:30 a.m. on Thursday.  The meetings are held at the Owensville City Hall on the first Thursday of each month.  On all other Thursdays, the meetings are held in the Commissioners' Chambers at the County Courthouse in Hermann.

This morning's meeting began as it always does with a recitation of the Pledge of Allegiance, followed by a reading of the prior meeting's minutes by County Clerk Lesa Lietzow, and then followed by the approval of warrants for payment of the county's bills, etc.  This year's county oil and fuel contract was awarded to MFA of Owensville.  They were the low bidder.  And then the moment we had all been waiting for finally arrived!   It was 9:00 a.m. and time to open up the tire and tire service bids from two hopeful vendors, Jost Tire Company and Central Tire Company. Both companies are headquartered in Owensville.  Central Tire has had the tire and tire services contract during the past year.  Jost Tire has had the contract during prior years.

Before the opening of the bids, Northern District Associate Commissioner Matt Penning challenged the bid process and bid specifications.  Penning pointed out that he had penciled in the requirement that the successful bidder provide a credit to the county for tire carcasses that were re-usable.  Chuck Lewis and Commissioner Penning informed Commissioners Jost and Lairmore that Central Tire Company has always provided a credit to the county for tire carcasses, but Jost Tire Company had not made it a practice to do so when they have had the county's tire contract.  (Note:  This reporter has verified the accuracy of this assertion.  This reporter has personally reviewed every tire and tire service invoice paid by the county during the past five (5) years.  When Central Tire Company has had the county contract, tire carcass credits were clearly reflected in their invoices.  When Jost Tire Company had the contract, this reporter could find no evidence that credits for used tire carcasses were reflected in their invoices.  I encourage all readers who wish to independently verify what I am saying to request these tire invoices from Clerk Lietzow.  Oh by the way, there are numerous other interesting irregularities which you will find in these invoices such as duplicate invoices, unsigned invoices, invoices for which Presiding Commissioner Jost had signed on behalf of county road department employees, a conflict if I have ever seen one!)

Now, the important question arising from Commissioner Penning's allegation or rather assertion of the absolute provable fact that Jost Tire Company has never given Gasconade County any credits for re-usable tire carcasses is this ..... "Where did all of that money go?"  Penning asked this question at least twice and received no response from his colleagues.  Commissioner Penning reported to his colleagues that he had taken a close look at a three (3) year period during which Jost Tire Company held the county tire contract for 2-1/2 years and Central Tire Company held the contract for 6 months.  Commissioner Penning reported that Central Tire provided tire credits while Jost Tire did not.  He estimates the county may have lost anywhere from $18,000 to $28,000 during this three (3) year period, depending upon the portion (%) of tire carcasses which may have qualified for a credit.  That % is unknown and unknowable after the fact.

This discussion seemed to make Commissioners Jost and Lairmore uncomfortable and defensive.  Lairmore attempted to change the subject by suggesting that used tire carcasses should be transported back to the Drake County Maintenance Shed from Central Tire in Owensville. Lairmore suggested that the county could then manage the "disposal" of used tires.  What??!!!!  Why??!!!!  Central Tire has been giving the county credit for tires that were re-usable (something that Jost Tire Company never did), and now Commissioner Lairmore has the unmitigated gall to cast dispersions upon Chuck Lewis and his company! 

Presiding Commissioner Ron Jost, visibly uncomfortable with Penning's revelation in an open meeting that Jost Tire Company had not provided tire credits to the county, was quick to change the subject to tire disposal fees.  He accused Cental Tire  Company of charging a minimal tire disposal fee for un-usable tires which have to be scrapped.  Jost asserted that Jost Tire Company had NEVER charged the county any tire disposal fees.  Penning and Lewis disagreed with Jost's assertion on this point.  (Again, HH readers should know that this reporter has reviewed county tire invoices from Jost Tire Company.  The TRUTH of the matter is that the county HAS BEEN CHARGED tire disposal fees by Jost Tire Company during prior years when they had the contract with Gasconade County.  Jost was either unaware of this fact or he intentionally misrepresented a fact which is documented in the invoices and which can be proven to be TRUE.)

Somewhere in all of this infernal bickering back and forth, Commissioner Penning made the valid point that the county's bid package and bid specifications for the tire and tire service contract needs to be reworked and updated.  Penning informed his colleagues that the tire specifications included in the bid package represented only 60% of the total expenditures PAID by the county during the three (3) year period he examined.  40% of county expenditures were for tires, tire services and other parts and labor not even specified in the county's bid package.  Chuck Lewis agreed with Penning.  (Again, this reporter has seen the county's bid specifications for tires and tire services, and they are woefully incomplete and inadequate.)

It was agreed that Commissioner Penning should rewrite the bid specifications and bring them back for review at the 6/24 Commission Meeting.  When the bid specifications have been updated and improved, the tire vendors will be asked to re-submit their bids in accordance with the new specifications.

Yes, there was once again a lot of fogging, spinning and obfuscation going on during this morning's County Commission Meeting!  My friends, I am here to tell you that none of the fogging, spinning and obfuscating was attributable to the Associate Commissioner of the Northern District.  Matt Penning is the ONLY member of the Gasconade County Commission who didn't behave like an unruly, irresponsible kid!  Commissioner Penning was doing the work of the county taxpayers this morning.  It is not clear to me what Lairmore and Jost were doing.

If you don't believe my reports on the Gasconade County Commission Meetings, I urge you to begin attending the meetings yourself.  You will only need to attend two or three meetings to get a good feel for the problems which exist within the County Commission.

Noedel reports the following in his 6/17 article ..... On Thursday night, Lairmore said to CountyNewsLIVE.com, "Matt could have brought-up these concerns at the road department, with the two of us. But he didn't say a word until he got in front of the camera...it was a set-up. It's all smoke. He's just trying to damage Ron to try to tilt the election. The people of Gasconade County aren't dumb. They can see right through this."  Just more spin and deception from Commissioner Lairmore!  The facts are that election campaigns go on all the time.  Yet we still need to expect commissioners to do The People's business.  The "Road Department Meeting" at the Drake Maintenance Shed held earlier in the morning is a meeting where road and bridge maintenance concerns should be discussed with Road Department personel.  It was completely appropriate for Penning to discuss his tire bid concerns in the public meeting at the courthouse.  Penning was addressing legitimate concerns about county business.  He is attempting to improve the tire bidding process and get the best value possible for the county taxpayers.  And all you can do, Mr. Lairmore, is make your bogus allegations that Penning is playing politics!  Shame on you, Jerry Lairmore!  You are accurate about one thing .... the people of Gasconade County aren't dumb!  And they can see right through YOUR fogging, spinning, and obfuscating!  And Mr. Noedel, for the professional news reporter you claim to be, I am surprised that you swallow Lairmore's baloney "hook, line and sinker"!  Have you taken the time to look at the tire bid packages of previous years?  Have you compared the small list of items on the tire bid specification to all the tires, parts and labor which the county actually purchases during a 12 month period.  Why don't you do some real journalism and check things out before you run to Jerry Lairmore for his "comments"?!  Save yourself the embarrassment of being used as his shill in the local news media.  Lairmore is playing you for his own purposes like a finely-tuned violin!

On the otherhand, reporter Anna Wiegenstein of Hermann NEWS, a mainstream local online news website, does a very good job covering the County Commission Meetings.  Unlike Noedel, Ms. Wiegenstein is a very accurate, fair and balanced news reporter.  I recommend her news articles to all HH subscribers.  Anna is meticulously thorough, accurate, fair and balanced in her news reporting.  For your convenience, I've provided a link to Ms. Wiegenstein's report on the 6/17 County Commission Meeting:
