I really hate covering Gasconade County Commission Meetings! (Revised With Link To A. Wiegenstein Report)

I really need to find something better to do in my retirement years than covering these poorly run County Commission Meetings!  It seems that Jimmy has me assigned to cover a bunch of unruly, irresponsible kids masquerading as county leaders.  If you've ever been to a Gasconade County Commission Meeting, you know what I mean.  If you've never attended a County Commission Meeting you really should attend a few to see our county government in action.  The meetings are held weekly at 8:30 a.m. on Thursday.  The meetings are held at the Owensville City Hall on the first Thursday of each month.  On all other Thursdays, the meetings are held in the Commissioners' Chambers at the County Courthouse in Hermann.

This morning's meeting began as it always does with a recitation of the Pledge of Allegiance, followed by a reading of the prior meeting's minutes by County Clerk Lesa Lietzow, and then followed by the approval of warrants for payment of the county's bills, etc.  This year's county oil and fuel contract was awarded to MFA of Owensville.  They were the low bidder.  And then the moment we had all been waiting for finally arrived!   It was 9:00 a.m. and time to open up the tire and tire service bids from two hopeful vendors, Jost Tire Company and Central Tire Company. Both companies are headquartered in Owensville.  Central Tire has had the tire and tire services contract during the past year.  Jost Tire has had the contract during prior years.

Before the opening of the bids, Northern District Associate Commissioner Matt Penning challenged the bid process and bid specifications.  Penning pointed out that he had penciled in the requirement that the successful bidder provide a credit to the county for tire carcasses that were re-usable.  Chuck Lewis and Commissioner Penning informed Commissioners Jost and Lairmore that Central Tire Company has always provided a credit to the county for tire carcasses, but Jost Tire Company had not made it a practice to do so when they have had the county's tire contract.  (Note:  This reporter has verified the accuracy of this assertion.  This reporter has personally reviewed every tire and tire service invoice paid by the county during the past five (5) years.  When Central Tire Company has had the county contract, tire carcass credits were clearly reflected in their invoices.  When Jost Tire Company had the contract, this reporter could find no evidence that credits for used tire carcasses were reflected in their invoices.  I encourage all readers who wish to independently verify what I am saying to request these tire invoices from Clerk Lietzow.  Oh by the way, there are numerous other interesting irregularities which you will find in these invoices such as duplicate invoices, unsigned invoices, invoices for which Presiding Commissioner Jost had signed on behalf of county road department employees, a conflict if I have ever seen one!)

Now, the important question arising from Commissioner Penning's allegation or rather assertion of the absolute provable fact that Jost Tire Company has never given Gasconade County any credits for re-usable tire carcasses is this ..... "Where did all of that money go?"  Penning asked this question at least twice and received no response from his colleagues.  Commissioner Penning reported to his colleagues that he had taken a close look at a three (3) year period during which Jost Tire Company held the county tire contract for 2-1/2 years and Central Tire Company held the contract for 6 months.  Commissioner Penning reported that Central Tire provided tire credits while Jost Tire did not.  He estimates the county may have lost anywhere from $18,000 to $28,000 during this three (3) year period, depending upon the portion (%) of tire carcasses which may have qualified for a credit.  That % is unknown and unknowable after the fact.

This discussion seemed to make Commissioners Jost and Lairmore uncomfortable and defensive.  Lairmore attempted to change the subject by suggesting that used tire carcasses should be transported back to the Drake County Maintenance Shed from Central Tire in Owensville. Lairmore suggested that the county could then manage the "disposal" of used tires.  What??!!!!  Why??!!!!  Central Tire has been giving the county credit for tires that were re-usable (something that Jost Tire Company never did), and now Commissioner Lairmore has the unmitigated gall to cast dispersions upon Chuck Lewis and his company! 

Presiding Commissioner Ron Jost, visibly uncomfortable with Penning's revelation in an open meeting that Jost Tire Company had not provided tire credits to the county, was quick to change the subject to tire disposal fees.  He accused Cental Tire  Company of charging a minimal tire disposal fee for un-usable tires which have to be scrapped.  Jost asserted that Jost Tire Company had NEVER charged the county any tire disposal fees.  Penning and Lewis disagreed with Jost's assertion on this point.  (Again, HH readers should know that this reporter has reviewed county tire invoices from Jost Tire Company.  The TRUTH of the matter is that the county HAS BEEN CHARGED tire disposal fees by Jost Tire Company during prior years when they had the contract with Gasconade County.  Jost was either unaware of this fact or he intentionally misrepresented a fact which is documented in the invoices and which can be proven to be TRUE.)

Somewhere in all of this infernal bickering back and forth, Commissioner Penning made the valid point that the county's bid package and bid specifications for the tire and tire service contract needs to be reworked and updated.  Penning informed his colleagues that the tire specifications included in the bid package represented only 60% of the total expenditures PAID by the county during the three (3) year period he examined.  40% of county expenditures were for tires, tire services and other parts and labor not even specified in the county's bid package.  Chuck Lewis agreed with Penning.  (Again, this reporter has seen the county's bid specifications for tires and tire services, and they are woefully incomplete and inadequate.)

It was agreed that Commissioner Penning should rewrite the bid specifications and bring them back for review at the 6/24 Commission Meeting.  When the bid specifications have been updated and improved, the tire vendors will be asked to re-submit their bids in accordance with the new specifications.

Yes, there was once again a lot of fogging, spinning and obfuscation going on during this morning's County Commission Meeting!  My friends, I am here to tell you that none of the fogging, spinning and obfuscating was attributable to the Associate Commissioner of the Northern District.  Matt Penning is the ONLY member of the Gasconade County Commission who didn't behave like an unruly, irresponsible kid!  Commissioner Penning was doing the work of the county taxpayers this morning.  It is not clear to me what Lairmore and Jost were doing.

If you don't believe my reports on the Gasconade County Commission Meetings, I urge you to begin attending the meetings yourself.  You will only need to attend two or three meetings to get a good feel for the problems which exist within the County Commission.

Noedel reports the following in his 6/17 article ..... On Thursday night, Lairmore said to CountyNewsLIVE.com, "Matt could have brought-up these concerns at the road department, with the two of us. But he didn't say a word until he got in front of the camera...it was a set-up. It's all smoke. He's just trying to damage Ron to try to tilt the election. The people of Gasconade County aren't dumb. They can see right through this."  Just more spin and deception from Commissioner Lairmore!  The facts are that election campaigns go on all the time.  Yet we still need to expect commissioners to do The People's business.  The "Road Department Meeting" at the Drake Maintenance Shed held earlier in the morning is a meeting where road and bridge maintenance concerns should be discussed with Road Department personel.  It was completely appropriate for Penning to discuss his tire bid concerns in the public meeting at the courthouse.  Penning was addressing legitimate concerns about county business.  He is attempting to improve the tire bidding process and get the best value possible for the county taxpayers.  And all you can do, Mr. Lairmore, is make your bogus allegations that Penning is playing politics!  Shame on you, Jerry Lairmore!  You are accurate about one thing .... the people of Gasconade County aren't dumb!  And they can see right through YOUR fogging, spinning, and obfuscating!  And Mr. Noedel, for the professional news reporter you claim to be, I am surprised that you swallow Lairmore's baloney "hook, line and sinker"!  Have you taken the time to look at the tire bid packages of previous years?  Have you compared the small list of items on the tire bid specification to all the tires, parts and labor which the county actually purchases during a 12 month period.  Why don't you do some real journalism and check things out before you run to Jerry Lairmore for his "comments"?!  Save yourself the embarrassment of being used as his shill in the local news media.  Lairmore is playing you for his own purposes like a finely-tuned violin!

On the otherhand, reporter Anna Wiegenstein of Hermann NEWS, a mainstream local online news website, does a very good job covering the County Commission Meetings.  Unlike Noedel, Ms. Wiegenstein is a very accurate, fair and balanced news reporter.  I recommend her news articles to all HH subscribers.  Anna is meticulously thorough, accurate, fair and balanced in her news reporting.  For your convenience, I've provided a link to Ms. Wiegenstein's report on the 6/17 County Commission Meeting:

Editorial Comment: Just wondering whatever became of ..........

Here in the newsroom at Hermann Hearsay, we were just sitting around drinking some of Frank's famous chicory coffee and wondering whatever became of .........
  1. Jerry and Kyle Lairmore's $10,000 grant application with the USDA to study the feasibility of alternative energy projects in Gasconade County?  There was much hullabaloo about this subject back in August of 2009.  But where does the project stand now?  Perhaps Southern District Comissioner Lairmore and his son could update the citizens of the county in a future County Commission Meeting?  It sure would be great to learn whatever happened to this project which the Lairmores were "spearheading" back then!  For background information click on the following link to articles which appeared in CNL (then Hermann Muenster) back on May 7, 2009 and August 17, 2009:  http://countynewslive.com/content/2009/may/07/county-commissioner-forming-committee-investigate-alternative-energy-generation-  and http://countynewslive.com/content/2009/aug/17/lairmores-commissioner-and-son-explore-countys-chances-landing-10000-grant-alter  I suppose I could contact the USDA myself and inquire into the status of their grant application.  Has the application been submitted?  When?  What is the status of the grant application?  Rejected or approved?

Jerry Lairmore's proposal to fund a county-wide project to "chip and seal" county roads by increasing the county sales tax by 1/2 cent?  Southern District Commissioner Jerry Lairmore floated this proposal back during the summer of 2009.  Click on the following link to an article which appeared in CNL (then Hermann Muenster) back on ????, 2009:  Not found as of our midnight publishing deadline.  I know it's there though.  I recall reading it at the time.
  3. Ya know, as we sat here drinking coffee and recounting all of Jerry Lairmore's ideas, plans, engineering student sponsorships and exploratory projects, the thought occurred to us like a bolt of lightning right out of the sky ...... ol' Jerry has "floated" lots of ideas which made him sound like a very proactive county leader when they were first "floated", but he has actually accomplished very, very little!

Wait a minute!  Wait a minute!  Jerry did accomplish something!  He got a 15% discounted cellphone service rate from AT&T for county employees!  If any of our readers can point to any other Lairmore accomplishment, please let us know.

HELP WANTED - Advertising Sales & Subscriber Services Assistant

We've been working Lois Lame pretty hard here at Hermann Hearsay.  She has a lot of duties, and she's spread pretty thin.  Recently, we promoted her to Assistant Editor and gave her even more work to do.  Two of her duties are Advertising Sales and Subscriber Services.  Between trying to solicit ads, subscriber upgrades and answer subscriber questions, Lois gets mighty busy around here.  We have decided to hire a part-time assistant to help her with these specific responsibilites.  The job could very well grow into a full-time job by 2011.  In fact, we're pretty sure it will as our subscriber base grows.  We currently have 340 FREE subscribers and 33 PAID PREMIUM subscribers.

Special Meeting ALERT For Ron Jost And Jeff Noedel

Notice is hereby given to Presiding Commissioner Ron Jost and CNL Publisher Jeff Noedel that the Board of Directors of the Gasconade County Courthouse Society (GCCS) will gather together for a meeting at 7:00 p.m. on Monday evening June 21st.  The meeting will be held in the 2nd floor courtroom at the Gasconade County Courthouse in Hermann, MO.

Hermann Hearsay has confirmed the meeting date, time and location with Sharon Meyer, GCCS SecretaryMs. Meyer told us that GCCS President Dale Ridder has personally notified Ron Jost, an Ex-Officio Board Member of the GCCS.  Therefore there should be absolutely no repeat confusion on the part of Mr. Jost as to the date, time and location of this meeting.

Jeff Noedel of CNL is being alerted so that he too may make plans to attend.  Mr. Noedel has beat his chest in recent articles on his website about the need for greater openness by the GCCS and about the need to complete the clean-up work on the property immediately west of the courthouse grounds.  We suggest that Mr. Noedel attend the June 21st meeting so he can address his concerns directly with the GCCS Board of Directors rather than sneaking around "stirring the pot" and making meddlesome inquiries of building demolition permits at Hermann City Administration Offices.

CNL Publisher Jeff Noedel Concerned About Clearing Land West Of Courthouse

Jeff Noedel, publisher, editor, and reporter for CNL, is concerned about the status of the GCCS-owned land west of the county courthouse.  His concern was expressed in an article he published on the CNL blog site Monday, 6/14/2010.  You may view Mr. Noedel's article by clicking on the following link:  http://www.countynewslive.com/content/2010/jun/14/courthouse-societys-second-or-third-extension-demolition-project-expires-july-1

It seems to us that Mr. Noedel is free to contact any duly elected officer of the GCCS at any time and inquire about the status of the building demolition project which is contracted to Eugene Jacquin of Hermann.  Hermann Hearsay wonders whether or not Noedel has done so.  We understand that he is fully aware that Dale Ridder is the current GCCS President, that Olan Stemme is the current GCCS Vice-President, that Glenn Warnebold (his former business partner) is the current GCCS Treasurer and that Sharon Meyer is the current GCCS Secretary. 

A good investigative reporter would have no problem picking up the telephone and contacting one of these people to inquire about the status of the project.  A good investigative reporter would have no problem attending a GCCS Board Meeting to inquire of the board members as to the status of the project.  But Mr. Noedel was not at the May Board Meeting.  He sent Alex Luft to the meeting in his stead.  Presumably therefore he is aware of the date, time and location for the June Board Meeting.  I look forward to seeing Mr. Noedel at the June meeting next week.  Perhaps he will seek clarification from the GCCS Board ...... but perhaps he will not and will just keep "stirring the pot" instead of reporting the news.  We could provide him their telephone numbers or email addresses if this would be helpful.

Hermann Hearsay asks the question ..... "Is CNL reporting the news or are they just stirring the pot?"  And if so, why?

By the way, Mr. Noedel, this may come as a real big surprise to you, but the GCCS and Eugene Jacquin are not your biggest worries by any stretch of the imagination if you are truly concerned about preparing the way for the new emergency access road to the courthouse.  I assure you that the GCCS and Eugene Jacquin will complete the project they have undertaken.  Let me remind you that Southern District Commissioner Lairmore and Presiding Commissioner Jost have long been opposed to spending money on the county courthouse in Hermann.  They have in the past supported efforts to move the county seat to Owensville.  After Proposition A failed to receive the required votes to pass in November of 2008, Lairmore and Jost have continued to drag their heels and obstruct efforts to preserve and restore the courthouse.  Hell, they begrudge spending more than $1,000 per year for courthouse maintenance!  This kind of intentional neglect of county assets ought to be criminal!  Recall shenanigans by Collector Schlottach, closely aided and abetted by Lairmore and Jost, to discredit and discourage use of citizen volunteers to clean up the courthouse and the grounds around the courthouse?  Recall your own personal involvement in concert with Schlottach, Laimore and Jost when Hermann Hearsay made fun of allegations against courthouse volunteers in our article about the 'Courthouse Cat Burglary'?  (Thought we didn't know about your role in that little ambush conspiracy back then, didn't you?)  Recall obstruction tactics by Lairmore and Jost when Northern District Commissioner Matt Penning tried to put together a plan and recruit skilled volunteers as well as material donations to upgrade the second floor courtroom?  Recall Lairmore's bold proclamation that certain citizen volunteers would never again do volunteer work at the courthouse?  Recall Lairmore's pretense to care about courthouse employee safety when he enlisted Horace Brown (a UMR engineering student) to do an engineering study and prepare an estimate for the courthouse emergency access road?  By the way, whatever happened to ol' Horace?  Whatever happened to the product of his efforts?  Did he graduate?  I don't recall that Horace ever presented his findings before the County Commission in open session.  Perhaps Commissioner Lairmore can give us an update on Horace's student project during a County Commission meeting.

No, Mr. Noedel, you are barking up the wrong tree!  Surely you are smart enough to realize that  Lairmore and Jost are the problem with respect to county courthouse improvements.  Replace Lairmore and Jost on the County Commission, and we can move ahead here in Gasconade County!  We will have the opportunity to replace Jost on August 3rd.  We will have the opportunity to replace Lairmore in 2012.  Mr. Noedel, if you want to write an article, write an article about that ..... if you're not too beholding to Commissioners Lairmore and Jost, if you're not too afraid to write the truth!

Lois Lame Promoted To Assistant Editor

Hermann Hearsay is pleased to announce that Lois Lame has been promoted to the position of Assistant Editor.  We are a small news organization, and therefore Lois will retain all of her current duties.

Lois' new title is:  Subscriber Services, Advertising, Lifestyles Reporting, Cool YouTube Music Videos, Daily Quotes, Jokes, Cool Photos and Assistant Editor.  Lois now has a title longer than mine!  But she deserves it!  She has really worked hard, and she does a great job covering for me when I am off on R&R.

In order to fit her title on a business card, we have been forced to abbreviate as follows:  SSALRCYTMVDQJCP & Assistant Editor.

Please join us down at The Bank Bar on Schiller Street this Friday night to celebrate Lois' well-deserved promotion!

Editorial Comment - Coverage of Larry Miskel's Campaign Kickoff

Larry Miskel kicked off his election campaign for the position of Presiding Commissioner of Gasconade County this past Sunday afternoon at Swiss Meat and Sausage Company in Swiss.  I was out of town for the weekend, so I didn't have a chance to attend.  In the interest of full disclosure, I need to remind you that Hermann Hearsay earlier endorsed Miskel to unseat Ron Jost.  We here at HH are huge supporters of Larry Miskel and huge detractors of Ron Jost, a man who has done very little to move Gasconade County forward.

This editorial comment is not about Larry Miskel's campaign kickoff.  Rather it is about the highly questionable press coverage his campaign kickoff received.  Hermann News and The Hermann Advertiser-Courier chose NOT to cover the event.  CNL did choose to cover the event, but I didn't care for the way they covered it.
 
Had I been able to attend Sunday's event, I would have had the good "journalistic judgment" to refrain from publishing the names of citizens who attended.  I would have chosen not to publish attendees' names for three very important reasons:
  1. The important story is NOT who attended the campaign kickoff.  The important story is that Ron Jost, current Presiding Commissioner, has strong competition in the August Republican primary.  The story is that the challenger, Larry Miskel, the current Mayor of Hermann, is a very credible candidate.  Hermann Hearsay believes that Miskel has superior credentials in every respect ..... past experience, education and temperment.
  2. The news story should NOT be who attended the campaign kickoff.  Rather it should be about what Larry Miskel had to say about the current condition of Gasconade County as well as his ideas and plans to move the county forward should he succeed in his bid to unseat incumbent Presiding Commissioner Ron Jost.  Reading CNL's report on the event, one is given the impression that Miskel did not enumerate his position on the issues.  And if he didn't get specific on the issues, why didn't CNL press him to do so?  Maybe CNL isn't quite the news organization they purport to be!
  3. The story should NOT be about the individuals who attended the campaign kickoff.  Most of the individuals who attended the event are private citizens.  Most do NOT hold public office.  As private citizens, these individuals should be able to attend a political campaign event without having their names plastered all over a "news" article about the event.  These private citizens should NOT have their political campaign involvement and personal support of  candidates disclosed in a "news" article, a "news" article which ought to be more about the candidate and his public positions than those who support him.  Inclusion of attendee names in such reports about political events can have a "chilling" effect on attendance.  Some people, for various personal and business reasons, do not want to advertise their political preferences.  If the media focuses on political event attendance, then people who attend political events may become intimidated and they may choose not to get involved in politics.  And this would be a sad consequence for the health of America's political system
Had I been able to attend Miskel's campaign event, I would have had the good journalistic judgment to report to you more of what the candidate actually had to say about county issues.  Rather than picking out relatively insignificant statements like ..... "The County needs my help. We'll be running hard until August 3. I've already eaten a lot of fish sandwiches and homemade ice cream.", with nothing more about what Miskel went on to say, I would have given you the entirety of his reported "brief remarks".  The important storyline is what Miskel sees wrong with Gasconade County and what he intends to do about it, NOT that he has eaten a "lot of fish sandwiches and homemade ice cream".

But some "journalists" have personal agendas, now don't they?  Some "journalists" report what they want to report, what they want you to know as oppose to what you really should know.  So what is the personal agenda of a "journalist" who goes out of his way to report to you the names of Gasconade County citizens who attended a local political event hosted by a challenger for the office of Presiding Commissioner?  What is the agenda of a "journalist" who intentially limits what he reports regarding the candidate's full remarks?  Makes you wonder, doesn't it?

Be careful what you read on other daily online so-called "news" sites!  Reading their "news" reports could actually be harmful to your correct understanding of those news events!  What you read could have been under-reported.  What you read could have been mis-reported.  What you read could be someone's personal "spin" on the news!

At Hermann Hearsay, we call 'em the way we see 'em!  We don't like "journalists" who "spin" the news.  They give all the rest of us a bad name!
