Who and what are the citizens of Gasconade County to believe?

Who and what are we, the citizens of Gasconade County, to believe?  On one hand we have Julie A. Allen, Executive Director of the Missouri Ethics Commission (MEC) saying that insufficient evidence to support the "conflict of interest" complaint against Gasconade County Presiding Commissioner Ron Jost has been produced by complainant Northern District Associate Commissioner Matt Penning.  And yet on the other hand, the CPA firm contracted by Missouri State Auditor Susan Montee to audit Gasconade County, Casey-Beard-Boehmer PC, Certified Public Accountants, has concluded that the Presiding Commissioner has had a "conflict of interest" with respect to the purchasing of tires and tire services during the period of time audited (January 1, 2008 thru December 31, 2009).

In the "SCHEDULE OF FINDINGS AND RESPONSES" of their audit report to Gasconade County officeholders, Casey-Beard-Boehmer PC, Certified Public Accountants made the following statements:

09-03 Conflicts of Interest

Condition:  The Presiding Commissioner approved receiving reports for the receipt of tires and
initialed invoices for the purchase of tires from a vendor that is also a related party. The Presiding Commissioner did abstain from voting on the bids for the purchase of tires by the county.

Criteria:  All county transactions should be conducted independently to avoid any conflicts of interest.

Cause:  Tires do not appear to be received by an independent county employee.

Effect:  County expenditures have been paid without proper approval from an unrelated party, which could lead to a potential misuse of county assets.

Recommendation:  The County Commission should implement policies and procedures to avoid conflicts of interest situations.

Response:  The Presiding Commissioner agreed to no longer approve receipt of tires or initial invoices
for tire purchases from a vendor that is a related party.

So, what the devil are we, the citizens of Gasconade County, to conclude from all of this?  Sometimes BIG government just can't resolve anything!  The more that simple problems are investigated by government bureaucrats, the more complicated, confused and inconclusive things seem to become!

  1. Maybe, they should believe that people who have LEGAL SAY said there's nothing to the complaint. I read it, and you did. I accept it, you don't because you didn't get to draw the blood you and your pals wanted... you knew it wouldn't pass the smell test anyway, it was timed to try and throw the election, just like the tire complaints. Neither one succeeded. Go cry now, and that means all the characters in your head!
    As to the Audit... Cry some more. Ok, some minor boob ups happened. NOTHING I see shows anything dark and sinister, like you keep looking for, I see a few procedural errors. WOW! You aren't happy, unless you can hang someone are you??? Must be hell to be you!
    Have a nice day now! LOL!!! But I know you won't, because you lost yet again!!
    Oh by the way, I see the Guys your buddy Matt , or was it Sandra, NO, it was Sharon Meyer, That's Right!... Sued, over nothing yet again... Are you going to get all bent out of shape, because Sharon Meyer, and Matt Penning caused the County to have to pony up 52,000 Bucks???? And Better still, in your never ending quest to save the county money, will you (as A.E. Newman, your fake candidate) come out and ask Matt to reimburse the county for the loss he has caused us, the taxpayers?? To Man up, and Pay up?? Or will you back him, showing your fraudulent side? He looked to save us a few hundred bucks,on his fake tire scandal, smeared people through the mud, then cause the county to lose $52 thousand dollars???? So, will he jump in to save us money now??? Or will he show us all, what a fake he has been from the beginning??? Enquiring minds what to know!

    What kind of Elected official would let the county grant a bid to a relative, anyway?

    Oh, That's right, you already answered that one..."some minor boob"...who keeps making..."a few procedural errors"!!!

    I think it was money well spent to expose this incompetency.

    But who am I, just a concerned citizen, potential constituent, and above all a Tax Payer!!!

  4. Madman how much did a bridge and a road cost the taxpayers? Is anyone going to pony up on this? It cost hundreds of thousands even though the law states you can't close a road if money has been spent on it in the last ten years. It seems like the public servent served himself. The tire deal is poor judgement went you still work for the tire co. Martin
