Somethin' smells fishy! Dat dog just won't hunt!

Some things just don't pass the "smell test"!  Take for example the recent online poll (dated 6/29) which was conducted by CNL ("Cheap News LIVE") as a prime example.

Now here you have an online "news" organization which purports to receive a total of 40 votes from respondents on a poll that was left up for barely 24 hours.  Respondents were asked to vote "YES" or "NO" to the question posed:  "Should local (city and county) governments buy "legal ads" in online news outlets, too?"  (Do ya think CNL has a vested interest in a positive response to this poll question?)

Now let me ask you this .... Have you wondered how this posting could possibly receive 40 responses when so many other CNL postings receive so few comments?

A little analysis based upon cold hard facts (as of 9:38 p.m., Wednesday, 6/30):

Total # postings surrounding the poll between 6/24 and 6/29 ........... 29
Total # comments (responses) received for these postings .............. 14
Average # comments (responses) received per posting ................... 0.48

So, you expect me to believe that this self-serving poll which was left open for only ~ 24 hours received 40 votes (responses) or about 83 times the response rate of the 29 postings immediately surrounding the poll?!

Dat dog just don't hunt, Jeffy Pooh!  Howooooooooh!

Man On The Street Interview #5 - Audits of County Government

Our readers have been requesting more 'Man On The Street Interviews'.  Apparently these interviews
have become very popular!

I thought a good topic for this 'Man On The Street Interview' would be the controversial audits of county government which have been conducted by the Missouri State Auditor during the past several months.  The elected officials who have been most vociferous are:  Sheriff Randy Esphorst, Presiding Commissioner Ron Jost, Southern District Associate Commissioner Jerry Lairmore and County Clerk Lesa Lietzow.

This morning I caught up with Thurston B. Howell, III outside of the People's Savings Bank on 5th Street in Hermann.  I asked Thurston if I could interview him for our 'Man On The Street Interview' segment.  Thurston graciously accepted.

Jimmy:  Thanks for agreeing to this interview, Thurston!

Thurston:  Glad to do it, Jimmy!  I read Hermann Hearsay everyday!

Jimmy:  The topic for this 'Man On The Street Interview' is the Missouri state audits of county government which have recently been challenged by several of our Gasconade County elected offficials.  What do you think about that, Thurston?

Thurston:  Pure poppycock, Jimmy ol' boy!  Pure poppycock!

Jimmy:  Do you think the state should audit our county government periodically?

Thurston:  Of course I do, Jimmy!  And they ought to audit them more frequently than just once every four years!

Jimmy:  Can you say more about that, Thurston?

Thurston:  Well Jimmy, I own several private corporations, and I sit on the board of several other corporations, both private and public.  With my own corporations, I insist upon an internal financial audit once per year.  And then on a bi-annual frequency we hire an outside (external), independent and objective CPA firm to come in and perform an audit of all of our internal financial systems and procedures.  When deficiencies or weaknesses are found in our procedures or systems and the CPA firm puts forth solid and reasonable recommendations, I insist that our company accountants implement the necessary changes just as fast as possible.  I conduct monthly review meetings until all the improvements have been implemented.  At the other corporations where I am a member of their boards of directors, we also have annual financial audits.  As far as I know in the business world, annual financial audits are the rule rather than the exception.

Jimmy:  That's what I thought, Thurston. 

Thurston:  In the business world, we just accept it as "best practice".  We believe it leads to better and better financial systems and procedures which allow us to manage our businesses more effectively and for maximum profit.  We also believe that frequent financial audits are critical to "keeping honest employees honest."

Jimmy:  So you think financial audits are worth the investment of time and effort?

Thurston:  Most certainly, Jimmy my boy!

Jimmy:  So what do you think about county officials who whine and complain about the state's financial audits?

Thurston:  Well Jimmy, ol' boy, I think county officials who whine and complain about havng to subject their departments to financial audits are either (1) too damned lazy to cooperate with the auditors, (2) too ignorant to understand the benefits of periodic auditing or (3) too worried and nervous about the auditors finding something they don't want them to find.  Those are the only explanations I can think of for raising objections to the state audits.  Afterall, the state audits only occur once every four (4) years!  That's not too much to ask of our county officials!

Jimmy:  Thurston, you certainly don't pull any punches, do you?

Thurston:  No I don't!  Jimmy, if you ask me any county official who whines about the state audits, whatever frequency they're conducted, is unfit to serve the citizens of Gasconade County.  Period!

Thurston:  Now, if you don't mind, I've got to be on my way.  Lovey will be waiting for me to return home for lunch on the patio.

Jimmy:  Certainly Thurston!  Thanks for your time!

COOL FRONT ALERT! Take your sweater along tonight!

Folks, I poked my head out of the door early this morning and I noticed that a cool front had hit Hermann.  Darned refreshing!  The temperature was in the 60s!  I'll take that kind of weather any time!

Temperature forecast for noon is 72° F.  Sweet!  The high temperature today should hit 82° F around 3 to 4 p.m.  The manometer and anemometer on my roof top are both broken, so I can't give you the exact barometric pressure or wind speed.  I'll be workin' on both of these weather instruments today!

I'm glad the weather has moderated!  I darned near had a heat stroke this past weekend!  I guess I need to get myself a light-weight sweater.

Editorial Comment: The Elements Of Journalism

According to 'The Elements of Journalism', a book by Bill Kovach and Tom Rosenstiel, there are nine elements of journalism. In order for journalists to fulfill their duty of providing the people with the information they need to be free and self-governing, they must follow these guidelines:
  1. Journalism's first obligation is to the truth.
  2. Its first loyalty is to the citizens.
  3. Its essence is discipline of verification.
  4. Its practitioners must maintain an independence from those they cover.
  5. It must serve as an independent monitor of power.
  6. It must provide a forum for public criticism and compromise.
  7. It must strive to make the significant interesting, and relevant.
  8. It must keep the news comprehensive and proportional.
  9. Its practitioners must be allowed to exercise their personal conscience.
Each of us rely upon certain news media sources for our daily news information.  We read newspapers, online news sites, and news magazines.  We watch televised news reports and news analysis.  We listen to broadcast news and political talk shows on our car radios.

How do the news sources which we habitually rely upon measure up to these "elements of journalism"?
  1. Are our news sources truthful?  Have we checked them out to make sure they are truthful?
  2. Are our news sources loyal and faithful to the citizens who consume the information they distribute?  Or are they loyal and faithful to others?  Do others influence their reporting?
  3. Are our news sources absolutely fanatical about the discipline of verification?  Do they check information with multiple sources?  Do they faithfully report the facts vs. their own personal or corporate viewpoints?
  4. Do our news sources maintain strict independence from those they cover?  Or are there conflicts of interests?  Conflicts of interest may arise from financial relationships, friendships, political associations and affiliations, and "You scratch my back; I'll scratch yours." relationships.  Watch for conflicts and see if any of the news sources you rely upon are guilty of this serious fault!
  5. Are our news sources serving their intended purpose as a check against "power", where "power" means government "power", corporate "power", political "power" and special interest "power"?  Are our news sources standing up for the common man?  Are our news sources standing vigil against those who would weaken or strip away our fundamental rights as guaranteed under the U. S. Constitution?
  6. Are our news sources providing an open forum for a variety of opinions and viewpoints?  Are our news sources tolerant of different viewpoints?  Or do they argue with you and censor your comments when you voice your personal opinion?
  7. Do our news sources report complex but important issues in a way that can be understood by most people?  Do they report otherwise boring or tedious information in a way that is both interesting and informative?
  8. Do our news sources do a good job of prioritizing their coverage of the news?  Are our news sources providing broad, comprehensive coverage or are they limited in their scope?
  9. Are the reporters we read, watch and listen to truthful and passionate?  Are they allowed to exercise their personal conscience or are they excessively controlled by their editor, publisher or producer?

Open Letter To Hank Vonk: "People ARE watching!"

Recently on CNL in yet another of his long-winded rants, Hank Vonk said this:

“A Man is known by the Company he keeps” ... Judging by this photo (a photo of Larry Miskel, Mike Jacquin and me discussing something during one of the many lulls in the 6/24 County Commission Meeting) , and your “coming out” BBQ ... you (referring to Larry Miskel) should give THAT one careful thought here .... a word to the wise .... people ARE watching ....."

Well Hankster, if "people ARE watching", I want ALL of them to know this:

I stopped by Olan Stemme's office in Hermann yesterday afternoon to drop off my second donation to the Larry Miskel for Presiding Commissioner campaign fund.  I also picked up an "Elect Larry" yard sign.  In the future, I (along with many others) will be manning the "get out the vote" phone lines for Larry.

So Hank, I am proud to be supporting Larry Miskel for Presiding Commissioner of Gasconade County, and I'm sure he is very happy to have my support!

I get a little bored waiting around to cover the weekly Gasconade County Commission Meetings.  It's a long time from one Thursday to the next Thursday. 

This week the County Commission Meeting will he held at the Owensville City Hall.  I hope a lot of our readers will make the short drive down to Owensville to attend the meeting.

This week's meeting promises to be a real blast!  Northern District Associate Commissioner Matt Penning is poised to unveil his new county tire and tire services bid specifications.  Penning is excited about the opportunity to present his proposal to Presiding Commissioner Ron Jost and Southern District Associate Commissioner Jerry Lairmore.  Penning's wife, Cindy, tells me that ol' Matt has been rehearsing his presentation in front of the bathroom mirror for more than a week now.  He was ready to deliver his presentation at last week's Commission Meeting, but Commissioners Jost and Lairmore suggested that he should first run it by the boys out at the County Road Department.

A word of caution to those of you who plan to make the trip to Owensville this Thursday ..... the possibility exists that Commissioner Penning will still NOT be allowed to make his presentation on tires.  Other more pressing matters could come before the Commission.  You see, the Presiding Commissioner and County Clerk won't be posting the official meetng agenda until Wednesday morning.  The possibility exists that the discussion about the tire bid specification may have to be further postponed to an indefinite date in the future.  The tire bid specification discussion might even need to be postponed for a very long while, perhaps until after the primary elections on August 3rd.

But don't let me discourage those of you who are planning to make the trip down to Owensville to hear about the new tire bid specifications.  If I were a betting man, however, I'd bet that ol' Ron and Jerry will have some real good reason to postpone discussion of the county tire bid specifications.  How do I know?  I can just feel these kind of things in my gut!

As I say though, don't let that discourage your attendance at the meeting.  Lots of times Commissioner Lairmore will invite Harvey Kahle to come in to speak at the meeting and remind everyone that through the great cooperative efforts of Jerry and Harvey, the Kahle property near Swiss is still available to Gasconade County for use as a future site for the Randy Esphorst Memorial Gasconade County Jail, or the Jerry and Kyle Lairmore Memorial Alternative Energy Industrial Park, or the Ron Jost Used Tire Reclamation Facility.  Now if ol' Harvey doesn't show up, Kyle Lairmore, son of Jerry Lairmore and Owensville's reigning 'Man Of The Year' can be counted upon to fire a few prepared questions at Northern District Associate Commissioner Penning.  Kyle's questions are always really cool!

And if both Dave Marner of the Gasconade Republican and Jeff Noedel of County News LIVE show up at the meeting with their expensive photographic gear in tow, you can just bet your bottom dollar Comissioner Lairmore has tipped them off and it's gonna be a real exciting meeting that Jerry wants well-covered!
